first amendment to contract no. cs - 159 between the san francisco municipal transportation agency and the transbay joint powers authority for transbay transit center program services pursuant to charter section 9.118 in an amount not to exceed $3,280,677. supervisor chu: thank you. for this item, we have joy hoolihan from the mta. >> good afternoon, president, supervisors. for this amendment, basically, we are asking for an additional $997,000 for services over the course of the next five years. extending the contract for an additional 11.5 months over the regional contract amount. basically, it is for traffic calming, bus services, to keep the buses on schedule and on time, and we have already provided the services for the beginning of august of last year. we anticipate the amount of $189,000. if you have any other questions, please let me know. supervisor chu: thank you. i do have some questions, but i will reserve them until after the budget analysts report. >> the amount referenced is and the number that sfmta was provided in services and then would be reimbursed by the joint powers authority. we recommend you recommend the resolution to fund

amendment, i will be your first backer. i think that what is happening to a huge number of children in this country, and in particular poor minority children in urban centers, is a crime. they are not getting the education they deserve. you see parents across the country who are incredibly frustrated because of what they are seeing happen in the school district. you see teachers themselves who are incredibly frustrated with the system itself. should that be the right of every child in our nation? 100%. part of the problem in talking about the resources is you look at places like washington, d.c., or newark, new jersey. they are spending $20,000 per child. that is a lot of money. the problem with those places is not are the resources there. it is a question of how the resources are being spent. that, i think, is what we need accountability around, making sure taxpayer dollars are being spent on the things that are going to matter the most for kids. tavis: i want to close by asking after you -- after what you have already been through, why do you remain hopeful about the idea that we can't ever get our arms around this crisis? >> i believe in the children of

first, i support this amendment. the amendment would include a sense of congress language to encourage the director of national intelligence and secretary of homeland security to integrate the intelligence sharing capabilities of fusion centers and leverage participation from all intelligence law enforcement and homeland security agencies to prevent acts of terrorism against the united states. i thank the gentleman for this amendment which is very timely as we approach the 10th anniversary of september 11. the intelligence committee is holding a series of open hearings in order to acknowledge the progress made in the intelligence and national security community since 9/11 and identify areas that need improvement. one area we will explore is federal collaboration with first responders at state and local levels. the bipartisan policy center and former co-chairman of the 9/11 commission, hamilton recently issued a report about our national response to 9/11 over the last 10 years. they found that federal, local information sharing is still not as good as it could be. it's consist tent with the findings of numerous organizations that our nation still requires better integration of intelligence. i urge a yes vote and yield back. a
