that's why this city is poised to become the first city in north american history with a demonstration, a commercial project, to place, in essence, a large green power plant underneath the mouth of our golden gate bridge or the mouth of the bay below the golden gate bridge that could conceivably provide enough power for 12 1/2 percent of all the households in san francisco. 100 percent green, 100 percent renewable. they are doing smaller projects around the world from israel, just over in england, we've seen these demonstration projects. we've now got to make them more commercially viable and san francisco wants to take the lead. my great hope and expectation as a californian is to see those gas oil rigs off the coast of california completely replaced with wave energy systems which again exist around the world but aren't being taken advantage of here in the state of california as they could or should be. we have done a lot on solar. in fact, we're very proud to have taken the leadership on our solar initiative a number of years ago the public passed a $100 solar bond in san francisco.

so, first of all i just want to say that on behalf of many city departments how proud we are of the ideaintegrated pest management programs. the program as being in place since 1996 and city agencies have worked hard to reduce the use of toxic chemicals on city property. before you are examples of creativity come up with by city staff as ways to greatly reduce pesticides. everything from the framers used in golden gate park to the compost on golf courses and airports. the list goes on and on. all of those are the results of city staff wishing, in their way, to make a statement that they do not believe those are necessary in a good deal of city property. in the last 14 years we have managed to reduce pesticide use. we do not use pesticides on city playgrounds. every step person in the city thinks about them as a last resort. the department of the environment is not the one doing this work. it is our city partners, agencies, and notably here today we have record park areas here to look at these amendments in support of them today. so, what these amendments will do is strengthen the ordinan

we were the first city to put our greenhouse gas emissions to the third party to have them analyzed this. we unveiled those new numbers just a few months back. it proves the point that the governor is making. you control your economy and preserve and enhance your environment. we grew our economy over the last decade or so. we have one of the lowest unemployment rates of any of the 50 counties in california. we lead the state in almost every category. with the most aggressive green building standards. with the most aggressive alternative fuel program, etc.. we know it works. without taking too much time because we have a lot of speakers coming up, let me try to distill this. this is not democrats or republicans. it is about people coming together. one issue we all come aroutogetr around is the issue of jobs. the state and employment rate is 12%. this is exactly the conversation we need to be having. is not as a celebration and announcement of 2500 jobs and the down payment on that because of what tom and others are doing. if you put $1 billion into a coal plant, he will generate about 870
