once is good transportation -- with the transit first city wants -- what the transit first city wants. if you look at every element of our transportation, we cannot give the city high marks. on the project like the transbay, the doyle drive. when we had certain representatives regard the money, and in the future, whether it is from the state or federal, we will not get as much as we thought we would get, and you all know that. but what i am noticing now is having gone to the mtc meetings and other meetings is that san francisco -- this is the city and county of san francisco -- is not going to get due representation. where once we had three, we are going to get two. i want to leave you with this thought -- do not have yourselves to much on the back -- back --pat -- do not pat yourselves to much on the back. we want results. thank you very much. supervisor mirkarimi: thank you. any other public comments? seeing none, public comment is closed. very good. next item. >> item 5, adopted a position on state legislation. this is an action item. supervisor mirkarimi: very good. any comme

that's why this city is poised to become the first city in north american history with a demonstration project, a commercial project, to place, in essence, a large green power plant underneath the mouth of our golden gate bridge or the mouth of the bay below the golden gate bridge that could conceivably provide enough power for 12 1/2 percent of all the households in san francisco. 100 percent green, 100 percent renewable. they are doing smaller projects around the world from israel, just over in england, we've seen these demonstration projects. we've now got to make them more commercially viable and san francisco wants to take the lead. my great hope and expectation as a californian is to see those gas oil rigs off the coast of california completely replaced with wave energy systems which again exist around the world but aren't being taken advantage of here in the state of california as they could or should be. we have done a lot on solar. in fact, we're very proud to have taken the leadership on our solar initiative a number of years ago the public passed a $100 solar bond in san fra

i think san francisco could be the first city, and we are very wedded in city hall to be the first in something every now and then, so it is not an unfamiliar distinction, but san francisco in this case can show, because of all the talent that's is really aggregated here today of the city family, neighborhood resources, and the expertise, both public and private, that is now helping us prepare for this, to say that not only do we not want a carbon different -- a carbon neutral event, but we want a carbon-- the event -- carbon-negative event. i think san francisco could be the first. thank you. . >> even though we are a transit first city our roads are not safe for bicyclives or pedestrians.need to work on the potholes. continue to build bike lanes. we are doing better at building bike lanes, certainly, i think where we fall short in part is we don't educate the drivers within the city. i continualy hear from people who don't understand how bike lanes work. bicyclists are always on the defensive. i wish i could say i felt like it was a safe city for bicyclists. which could say go to work on your bicycle and you will be fine. i don't think i know one bicyclist who has not been hit by a car door. >> a large number of san francisco homes don't own vehicles. i think that's a good thing. people don't need cars in the city. a lot of people don't need cars in the city. >> i think to a certain extent the saying is true, if you build it they will come. the more parking spaces you build the more cars you attract. i would like to see district 8 particularly along the transit corridors and on market and where muni is effective i would like to see less parking. >> i felt like mun muni

we talk about being a transit first city, but everyone has had the experience of sitting in gridlock, waiting for the bus, trying to hail that tab, walking on pedestrian sidewalks that are not particularly safe. as a city, we need to do more to invest in the first-class transportation system. >> what are some of the biggest issues facing your district? >> in addition to the local economy that impacts the merchant corridors, to many vacant storefronts, transit issues, in every neighborhood we're having a real conversation about how we change, whether we should preserve aspects of the important characters of our neighborhood or think about building new things. there is also a real discussion we're having in many neighborhoods about affordability. i hear from too many tenants in the process of being evicted, homeowners being foreclosed on. we need to think about how all of us can continue to live in a city where the whole world wants to be. >> it is a great place to be. >> it is a great place to be. how do you balance the needs of your district versus the needs of the city as a whole? >>

we are one of the first cities to tax those dispensaries. if you have a legal marijuana and dispensaries, they should be able to buy it. that is a very small part of our economic development. obviously the tax breaks are a major part. >> do you see as the development tool of choice or was this a unique deal done in unique circumstances? >> i think it began as a unique one because we have been struggling with how to activate the mid market with many years. many of you know this is the closest thing to skid row that we have. the struggles with middle-market and talking with supervisor kim and david chu, we felt that was the appropriate tool because we had tried everything else in that district. this is a tool that we believe will be successful. twitter management, even though -- when we compromise on the six months of exemption, that was the right thing to do for the corridor. we have invited them and we know there will be other businesses because when you walk into their offices and you know how it operates and the engineers informed us of th

san francisco, we talk about it being a transit first city, but it does not mean a lot of options for transit are not well thought out in places further from downtown. my district is one place where we need to create better options. >> you mentioned muni and the changes that are happening. what about parking, traffic, is the area safer for pedestrians? >> there is always a lot of work to do with pedestrians. making sure the department of parking and traffic is painting along alemany. along balboa park station, geneva, san jose, pushing hard to get a ramp for pedestrians. right now, it is dangerous to cross the street, especially if you are pushing a stroller or are in a wheelchair. you have to go further than you but typically have to. there is so much more to do. we have to figure out how to calm the traffic. a lot of cars, speeding through and make it unsafe for pedestrians. sidewalks are not very convenient for people. it takes a lot of money to do that, but it is really about being vigilant and looking at the fund the come through the transportation authority. we have been extendi

i have been trying to hammer home that we expect to be a transit first city, and often, we have fewer options for transit in district 11, four, and 10. to have that understood and it titillated by other members of this body is, to me, really gratifying. supervisor mirkarimi: consider this the new mantra. ok, executive director, please. >> mr. chairman, commissioners, good morning. before i get into the meat of my report, let me take a second to add to the discussion for a second. first of all, to thank the chair and commissioners campos and cohen for making the time to do this kind of a trip to d.c., which was essentially 48 hours and a lot of time spent on airplanes. hardly a tourist trip. a lot of action in a couple of days. to reinforce also the impression that i got in feedback from members of the administration and others that i work with on an essentially regular basis about how involved and how aware of details and of projects, expectations, and so on the members of my board are, and that is a very nice impression to convey to federal organizations that are responsible for fund
