we are one of the first cities to tax those dispensaries. if you have a legal marijuana and dispensaries, they should be able to buy it. that is a very small part of our economic development. obviously the tax breaks are a major part. >> do you see as the development tool of choice or was this a unique deal done in unique circumstances? >> i think it began as a unique one because we have been struggling with how to activate the mid market with many years. many of you know this is the closest thing to skid row that we have. the struggles with middle-market and talking with supervisor kim and david chu, we felt that was the appropriate tool because we had tried everything else in that district. this is a tool that we believe will be successful. twitter management, even though -- when we compromise on the six months of exemption, that was the right thing to do for the corridor. we have invited them and we know there will be other businesses because when you walk into their offices and you know how it operates and the engineers informed us of th

first one is the city can balance the budget by saving more. why can't we turn off lights and heethers at nights and weekends? why one building, for example, m.t.a. has so many cubicles, empty spaces? consolidating department space would save a great deal. also, laura asks where do you stand regarding mental health funding? this is not a state issue as misconstrued by some. it is a san francisco city wide issue. lastly from easton dujali, what steps have been taken, if any, to address the visible deferred maintenance for our parks? those are three questions. is there anyone that would like to respond? >> i would be happy to talk about the deferred maintenance needs in our park. our park has over a billion dollars of deferred maintenance needs. we're very happy for voter support in 2000 and 2008 for two park bond measures where you made a dent in our needs and started to see beautiful buildings and pools. we have another bond hopefully slated for 2012. we also used open space funds and money set aside each yore for deferred maintenance projects.

and obviously many of the cities where costs are very high. first, the housing element recognizes that income level and assigns a need to it, which we do not have to do by state law, but we do because it is important to us as san franciscans. in terms of affordability, the housing element cannot provide funding. it is a policy document. it cannot add dollars as much as we need to, but it does provide some pretty creative strategies that are new towards reaching this middle income needs. it enforces the idea of acquisition and rehabilitation of our existing housing so we take the housing stock that is there. not about building new housing. and for the mayor's office of housing and our nonprofit partners, make that into housing that can be secured over the long term through community land trusts, 3-d restrictions to make sure it is available for moderate and middle-income residents. it looks at expanding the inflationary option, which is something we piloted in eastern neighborhoods, which allows developers to explore the option of providing more hous
