my name is lewis loeven and i'm the executive director of the san francisco fleet week association and what a great fleet week we're going to have for 2012. thank you. this is the second time we've had the uss macon islands and i want to thank captain pringle and his entire crew. what a great ship and what a great crew. they turned this swear hanger deck around all right night and turned it into a conference room and it looks absolutely beautiful. thank you, captain, and your entire crew. i'm going to make this short because we're already running a little bit behind schedule, but san francisco fleet week for the third year is organized with i object credible participation from city, civilian agencies from all around the region and all of us our fabulous united states military, the coast guard has been fabulous in providing assets to protect everybody out on the bay. it is one heck of a logistics program to get this whole program started and here we are the culmination of nearly a year of planning. we've had exercises, we've had lots of meetings down in san francisco up at the marines m

i'm the executive director of the san francisco fleet week association.mistake about it, the city and county of san francisco are supporter of the united states military. san francisco fleetwood association is a nonprofit all volunteer organization that was formed to help organize and execute fleet week. and fleet week in 2012 like 2011 and 2010 has adopted a mission to promote the humanitarian assistance and disaster response missions of the united states military. we also, of course, will have the blue angels and the air show that comes with that. the ships will be coming in and the wonderful liberty call that the wonderful men and women in the armed forces will have in san francisco. the fleet week association also, as i say, has a humanitarian and response. along with the civilian disaster response community, we'll have a senior leader seminar taking place on thursday and friday in which the military and the civilian community learn from one another on how to provide disaster response. i should mention that on wednesday morning out at ocean beach, the

(applause) >> i've had the pleasure of serving in the san francisco fire department for 22 years. it will benign years in nine since i stepped up and took the role of chief of the department. i continue to be proud of that. and i can say which i said earlier in the week, the coordination and the collaboration only gets better each year that we do this. and i'd also like to acknowledge the department of emergency management and all of her staff for coordinating so seamlessly with the fleet week association in addition to all of the other events that we have that's going on this week. so, thank you to our department of emergency management. the fleet week association also, as i say, has a humanitarian and response. along with the civilian disaster response community, we'll have a senior leader seminar taking place on thursday and friday in which the military and the civilian community learn from one another on how to provide disaster response. i should mention that on wednesday morning out at ocean beach, the marine corps and the navy are setting up what's called the shock trauma platoon, a field hospital you and i might think of as a mass unit. and coming into ocean beach in cooperation with the national park service is what we call an lcac, acronym, landing craft air. it will be a demonstration of how medical supplies will be brought in by amphibious supplies during a disaster. out of lake merced, we'll be landing helicopters to demonstrate medical evacuation procedures to the civilian community. having said all that, we have a cast and characters here to speak today and we'll be available for questions afterwards. we have major general mike meyer, retired marine corps. he is the chairman of t

he is the chairman of the board for the san francisco fleet week association. we have joanne hayes white fire chief, monique moyer from the port, ann crone enberg department of emergency management. and i have to emphasize the partnership fleet week has with the department of emergency management goes beyond your imagination and the work we do together to create this disaster response program. we also have consul general doyle from the canadian consul. we have commander foster from the coast guard, colonel chet jolly, [speaker not understood] from the united states navy. and of course we have somebody who is an incredible supporters of the fleet week program, mayor ed lee who i am going to turn over the microphone to now. (applause) >> thank you, lewis. welcome. this is the beginning of a great number of events in our city, but i have to say fleet week is really one of my best events. it's one that i've celebrated since just being here and senator feinstein helped reignite it. we were very glad for it to just grow. and, of course, it's a week-long recognition of

i also want to give a very big thanks to the fleet week association. it's a great blend. and to have the chair, general, it's been wonderful to work with. he's kept us very focused on what we need to do. and then for all departments that have already been signalled out today, it's been wonderful to work with them today, both administratively and in organizing this event. this event has become international. that's why our canadian consul general is here to celebrate with us and to get that international recognition as well. you know, in addition to celebrating, in addition to having this great fun and seeing the blue angels fly and practice, the parade of ships that we have and have kids and families visit the boats that will be docked on pier 30-32 and along pier 80. we also have over the past few years done, i think, the remarkable job of practicing what we preach because the humanitarian role of our military is one of the most important roles that they can play and all over the world. and for us in san francisco to experience it right down to the very neighborhoods tha

we have built san francisco fleet week and its associated exercises into our training continuum, and we'll continue to do so into the future. this will give us several milestones on our calendar that will get our heads back into this very complex arena. so, we certainly understand that. i think we're going to be seeing guidance coming from the secretary of the defense in the next couple of years that will elevate this in terms of our responsibilities and mission sets. so, we're in the process of laying the groundwork for that right now at camp pendleton. >> ann? >> just to build on what general spiese said, fleet week, this used to be or started as a one-week event, is now really -- goes year round. and, so, the relationships we're building, it's not just for this week. you know, we're building trust. we're building -- we're building that kind of knowledge of each other's capabilities, of our competencies that we will continue to exercise throughout the yearses. so, i think that's a very important point to make, that fleet week is not just one week, but these relationships are ongoin

i'd like to thank the san francisco fleet week association, lewis loeven, specifically, major general myat, always a mentor, former secretary of state schultz and mrs. schultz, mrs. perry, honored to be in your presence. the uss makin island, chief of the fairest city in the world, san francisco, and he esteemed professionals. this is nice, i'm going to move south of here and take you to afghanistan. as you know we have marines, soldiers, sailors in afghanistan currently, but i'm going to bring you to when i was there during 2010 and 2011 after the president decided to surge the forces. first marine decision, first marine expeditionary force forward entered southwest afghanistan during 2009. we arrived in 2010 so it was a bit more stable. and we went straight to helman and nimruz province. very complex dynamic environment that we were operating in but before i begin it talk to you about the operational picture, i just want to give you a snapshot of afghanistan. when we got there i want to set the frame here so you understand what we're dealing with. afghanistan ranged 180th out of 1 8
