nbc's martin fletcher is there.raeli authorities reacted yet to the state department's comments? >> reporter: hi, t.j. not specifically to the state department's comments but they are reeling at the severity and the speed with which the state department and the united nations condemned israel. israel says the army says they're investigating the incident trying to find out what happened. what we know from what israeli officials are saying and also from eyewitnesses who were at the school when israel attacked, they said two or three people were riding a motorbike past the united nations school when it was suddenly hit by a rocket. they said the people on the bike were killed and the shrapnel from that explosion flew inside to the yard of the u.n. school, it killed ten people and wounded many more. u.n. is outraged, they say this is the seventh or eighth time that israel has hit a u.n. school. when we say school, we're really saying shelters for up to 3,000, 4,000, 5,000 palestinian refugees who already have been chase

let's get to tel aviv and nbc's martin fletcher. a troubling attempt at a fourth cease-fire. >> reporter: that's right, francis. troubling is a real understatement. the cease-fire is now effectively over. there are reports, in fact, that israeli officials have told the united nations the cease-fire is over. there's heavy fighting in the south of gaza around rafah where that incident took place you just mentioned. a tank did open fire, apparently killing four palestinians. the palestinian death toll has now risen according to the palestinian health ministry to over 40 palestinians dead and many more wounded. the likelihood of an israeli soldier have been been kidnapped by hamas, which is israel's nightmare and would be a tremendous success for hamas, seems to be a very real possibility. the israel army announced, suggested he had possibly been abducted. what we're hearing from different reports is that a palestinian unit of fighters emerged from a tunnel near an israeli unit that was involved in clearing and destroying tu t tunnels.

nbc's martin fletcher joins me from tel aviv and nbc's chief global correspondent bill nealy joiningom gaza. there was a lot of action overnight. it seems as though the cease-fire is now holding. >> yes, 20 hours in, no reports of any missiles being fired. the very last one landed about 100 yards from where i'm standing. people are being out going back to some of the devastated areas trying to recover some possessions. we've been in many areas. i've been in earthquakes in haiti and china and pakistan, and i have to tell you, some of those areas do look like an earthquake zone. so the rebuilding process will be immense. but all eyes here as i'm sure in israel are actually on cairo and on those negotiations at the moment because although the missiles aren't in the air, there is plenty of mistrust and even hatred in the air. the question is, can the two sides find some mutual interest? can they make this truce stick because the last one, of course, did not. it only lasted 72 hours. and if they do come even close to a deal, can they make the deal stick? so the challenges are absolutely i

joining me is martin fletcher in tel aviv. we'll get into this really frightening rise of anti-semitism in a moment. martin, you've been following this latest cease-fire. any sense this one will hold more than 72 hours? >> i think there is -- i think there is, ronan. the talks are being continuing in cairo. the israelis have joined those talks and they appear to be making progress. some leaks coming out of it which suggest they are getting closer on the key issue of how to lift the siege of gaza. israel will not just lift the two -- its three border crossings completely. the main discussion is around the gaza -- around the rafah border between gaza and egypt. and appears that there's movement towards the egyptian and israeli proposal of getting about 1,000 palestinian police on the west bank loyal to mahmoud abbas to get them to be the main force monitoring what goes in and out of gaza. so there is progress there. and we're now about 21 hours into the cease-fire. three-day cease-fire that's been no rockets, no israeli attacks

i'm joined by nbc's ayman mohyeldin in gaza and in tel aviv, martin fletcher. secretary kerry issued a very unusual statement on his way back from new delhi where he announced the cease-fire in the middle of the night. issued a statement condemning hamas for breaking the cease-fire. i know that that is not the perspective from the ground in gaza where they are seeing a lot of israeli rocket fire. >> that's correct. in fact, right now, hamas is saying that it was the israelis who violated the cease-fire. there is one point of agreement that has emerged today which is that, yes, both sides agreed that israeli troops would remain inside gaza, part of this 72-hour humanitarian cease-fire. that is a side -- that's a point both sides seem to agree on. what hamas is saying is that that agreement meant that israeli forces could not continue any operations inside the territory they've already taken. meaning they could not be destroying tunnels and they could not be expanding their territorial gains in areas where they have soldiers already on the ground. as a result of

nbc's martin fletcher has more. >> reporter: the cease-fire will go into effect at midnight local timend will last for three days. now that is aimed to give israel and hamas time in cairo to set down conditions for a long-term truce. that is what has been happening in the last ten days or so. the last humanitarian effort ended friday morning here, 10 a.m. local time. the shooting today has not been too bad. there is a marked decline in the intensity of the violence. hamas fired about 30 rockets from gaza into israel today but they were smaller rockets, mostly mortars aimed at the local communities. you could see them around the edge of gaza. it seemed as if hamas was not really trying to provoke israel too much but rather just to keep the flame alive to get israel to come to the talks. israel troops killed a 14-year-old boy wounding several other people. also israel says that they have been targeting hamas operatives. now we hear they will go back to cairo in a day or so to join the talks in gaza, while a three-day cease-fire begins at midnight, local time. >>> coming up next at 5:00,

. >> let's go toll tel aviv and martin fletcher is standing by.hat is being said about the ground offensive and its status? >> reporter: well, it's confusing signals because they are not saying anything official but it appears that the israeli army is beginning to withdraw in large numbers from gaza. the army says that some of the soldiers are being sent home to rest and we've been seeing the troops coming out and tanks moving outside of gaza. but there is a report that israel will maintain a force inside gaza, about a kilometer or so inside gaza, the length of this trip, because apparently not only do we want to do so for security reasons but as the army went into gaza, on the way it it destroyed large parts of the fence between israel and gaza. that needs to be fixed. that may be one practical reason why they need to keep that space. but certainly it seems that the main israeli ground invasion of gaza seems to be over, troops pulling out, israel told residents in the north they could go back. the main fighting now appears to be in the southern a

joining us from tel aviv, nbc news correspondent martin fletcher with the latest. >> it looked good about an hour, mika, then, unfortunately, things started to unravel. you used the word unravel but very heavy fighting. the early news that four palestinians have been killed by shell fire from an israeli tank. the health minister is now saying 47 palestinians have been killed this morning since the cease-fire went into effect. so we don't yet know why the fighting break out. the original israeli report that palestinian gunmen emerged from a tunnel in the south and attacked israeli soldiers where upon the israelis began to respond, so israeli is blaming hamas and hamas is blaming israeli so this is just happening now. we need to be careful about how we say who started it and who is fault it is. the bottom line is that this cease-fire, which everybody was -- in which everybody placed so much hope 72-hour humanitarian cease-fire joining the two sides would meet in cairo and hopefully negotiate a way to end the hostile its, is pretty much over by now. i really hate to say it but it seems that
