situation but not just flint.hing that is clear after what has happened in flint is that these issues affect water supplies all over the country, urban areas where the lead continues to exist. we have legislation, it passed on a committee by a vote of 19 to one. i am not sure if it will, this .onth but next month it will about $240ackage is million available to other communities and not just flint. infrastructure improvement, which would include things like going out lead service lines, putting in new pipes. it is available to any community but the qualification is it is a community that has a presidential emergency declaration. we do think there may be another one coming up shortly, a smaller community in another state. then we create a bonding authority, which would create low interest bonds any community in the country can apply for. we expect that to generate approximately $700 million or more come over $1 billion when all said and done. then we have a number of other programs that are current grant programs n

flint is a good example. the report that was waved around this morning on flint, which came out yesterday, concluded that one of the most fundamental failures of flint was an environmental justice failure. there are issues about funding, .bout water cutoffs the epa has a standard for how much a family ought to be able to spend on water bills. there are millions of people, probably, who pay more than that. there are project management issues in the western u.s.. there are certain kinds of pollutants that not been addressed. it gives you but some sense of the broad nature of these things and the appropriate federal role. you talked about economic tools. i think you are talking maybe about federal funding for infrastructure. i'm curious about the price of water. this is a question for anyone on the panel. one of the things you mentioned theng the earlier panel was 2000 water utilities. the national association of water companies is something you know more than anyone. my question is, if water tariffs are too low

here's what happened, from abc's alex perez in flint. >> reporter: president obama landing in flint today, right there waiting for him, embattled governor rick snyder. the president meeting with officials and taking a sip of flint's water himself. >> if you are using a filter, flint water at this point is drinkable. >> reporter: those filters used to remove lead after hundreds of children tested positive for lead. one girl's emotional letter to the president helped bring him here today. 8-year-old mary copeny. many who blame the governor for the scandal, booing him today. he's vowed to drink the water for a month to show it is safe. the president wanting to send that message, too. >> i really did need a glass of water. this is not a stunt. >> reporter: but many here, like the reeves family, drink only bottled water. >> in the water is not good, it's no good. so, don't come on and put on a show for us to act like you doing so much and it's already, because it's not. >> reporter: and david, the president says it could be at least two years before all of those lead service lines are replaced
