i am in charge of the second floor.my plan today is to talk about 15 minutes to give you an update on our work and i will be happy to take questions. there is a lot of work going on right now that is exciting and interesting. the department of building inspection is supportive and involved. i am excited for you to hear about it. i will start with the update and show you the floor plan and talk about how to prepare. the answer is with pilots at existing spaces. i want to talk about electronic plan review and acces access foe permitting departments. this project is coming. i started a year ago in the city administrator's office. the first four months i had been in the mayor's office and didn't have much experience in the permitting world. it was important to learn this world and all of the permitting department staff were generous with their time. i spent four time understanding their world and doing a strategic planning process with department heads and signed off on the vision statement by the mayor. i keep this in mind

there are a couple retail spaces on the ground floor. we want to prioritize the leasing to the highest priority needs on the previous list. next, and i think an important element to tie this altogether is some sort of a curated flexible social space that can meet retail needs but also give some community identity to the new neighborhood. a couple of the pictures here are a great example in mission bay called sparks social, and it has a pretty nice story to it. this is located on what was to be part of a park system. again, before the retail street of mission bay was developed on fourth street and it was meant to serve this function. it became so popular when fourth was built out and retail started populating it was time to replays with a park. residents said time-out we really like this central space we have grown to love. they delayed a stretch of public park to keep this use because it was popular and successful. this provides a good inspiration to how to bring this activation early on to treasure island. here are a few more images. i

some of our members are obviously trying to lease up ground floor space. in my conversations with them about this, one of the ideas they brought up was continuing to find ways to incentivize ground floor uses that we're all in support of and that we want to have. one of the ideas that had come up previously piece of legislation was to create ground floor child care units, where they would be able to live on the ground floor of a building and operate a child care facility out of there. we also are trying to get people into productive uses on a ground floor. if it's a piece of trailing legislation with be we want to do what we can to encourage some proactive amendments in order to try to get as many folks into those uses as possible. thank you. >> next speaker, please. >> i'm ron mcgel. since 1938 our family has owned two buildings with ground floor retail businesses over 80 years. in spite of that, property owners and n.c.d.s were never notified of this legislation. we have been fortunate that neither of these spaces have ever been vacant. however, i've bee

>> one permit would cover the expansion of both the ground floor and the upper floor. there was only one permit i could see which was as a remodel. >> thank you. >> are you serious, the only people requiring parking is a mortuary? >> and it was increased. >> oh my god they're dead. >> thank you. >> clerk: we will now hear from the department of building inspection. >> the permit under appeal on the first and second level new high deck, new bath second bedroom. two bedrooms three baths. it was reviewed by planning. this is a site permit building d.p.w. p.u.c., back to planning again and finally issued on the 20th of june and suspended on the 2nd of july. just hearing from the appellants. their concerns about the foundation the excavation are valid. we talk about them all the time. obviously this is a site permit. the excavation on this structural work is going to be shown on the addenda. the permit issuance would need to be on the permit lines. i can't tell how far they're going but if it does below the level of the bottom of the neighbor's foundation they're going to h
