florence looi has the latest. >> reporter: this is one of four states that has been declared a disastere because of the severity of the flooding here. it's also the sthat has recorded the highest number of people killed, either by rising flood waters or in landslides. in the capitol planes have been flying in transporting much-needed relief supplies. the international red cross has said it is scaling up its emergency response because of the severity of the situation. in some parts of myanmar, areas are still completely cut off, aid workers haven't been able to reach the areas either because the roads have completely disappeared or become impassable because of landslides. there are some reports that say there are villagers that are in desperate need of clean drinking water. and it will be increasingly important that the aid workers can reach these people. rain is expected to continue, which means that you could see more areas be inundated with flood waters. reports say there are some dams which are already nearing capacity, and in the delta region, some rivers have already exceeded the d

florence looi has more. >> reporter: this is largely escaped the floods that have averaged other partsmar. but the people here have been moved by the plight of their fellow citizens in flood-effected areas, and have started soliciting for donations. on wednesday the u.s. said it is preparing an aid package for myanmar. japan and china already assisting in flood relief efforts, and this comes a day after the myanmar government appealed to the international community for food, shelter, clothing, for more than 200,000 people who have been affected by the flood. aid workers are still having difficulty reaching some of the other heavily flooded areas. flood warnings are in place particularly in the delta region. the concern is that flood waters from the north will flow into rivers that run through to this area. state-run media reports say the government is already moving some people to evacuation centers. meanwhile the u.n. has raised concerns that because this area is a major rice producing area for myanmar, there may be food security issues in the near future. >>> claudia is deputy countr

florence looi has our story from the slow lane. >> reporter: there are many roads that lead downtown, they all look more or less like this. bumper to bumper traffic in the commercial hub of myanmar. ever since government regulations were relaxed four years ago, car ownership has risen, and so has traffic congestion. it's a far cry from days of military rule. >> we had about -- around 15, 20% increase per year, so that means within two or three years it doubled up, and then the city itself is not prepared in many aspects. >> reporter: traffic policemen are deployed, but there doesn't seem to be enough of them. with the city also lacking in an integrated traffic system, drivers and their passengers still end up spending a lot of time just waiting. it's past rush hour and we're still sitting in heavy traffic. in the last 15 minutes this car has moved a near 200 meters. the streets aren't built to accommodate this many drives. and the streets have also become less pedestrian friendly. city leaders are trying to tackle the problem. one is to limit new car buyers to only those who have a va
