ktvu's brian flores is on the old eastern span to explain why caltrans is months behind.d afternoon, brian. >> reporter: good afternoon, tori. well, if you have driven on the new sphan of the eastern side of the bay bridge, you could see the old span next to it. we've seen work being done to demolish it. according to caltrans, the work has fallen behind. they say it's because it was important to bring commuters on the safer span. according to crews, the work is a couple of months behind schedule. still waiting to see if it could potentially cost tax payers an additional $5 million. caltrans has given a green light to renegotiate the contract with contractors to get things on the right track in terms of timing. caltrans says setback was a tradeoff of sorts to get commuters on the seismically safer side of the span. crews were set to begin back in july but because the focus was getting the new span open in time for labor day weekend, the permits could not be secured on time. here's andrew gordon who disputes the fact that it will cost tax payers more in the long run. >> any

ktvu's brian flores, there on the scene, gathering information. he's gonna have a live report coming up at the top of our hour. >>> the chp investigating a deadly officer-involved shooting in oakland. it's the second in the city in less than 24 hours. tara moriarty, in the neighborhood where it happened to talk about -- more about what led up to the shooting. tara? >> reporter: well, the suspect had a gun on him. officers say they noticed it while the police dog was attacking him. so that's -- they say that they were forced to pull their guns. now, this all happened last night around 9:00 at night on wentworth near international boulevard around 9:00, officers say the chp pulled an suv over, a passenger got out of the suv and ran and then police let the dog chase after him. as the officers followed, they saw the suspect was armed and that's when officers say they were forced to pull out their guns and shoot. the two officers tried to revive the suspect on scene but he died. the driver then sped away in a newer model silver toyota with red and whit

ktvu's brian flores is at sfo with a number of cancellations there so far. good morning, brian. >> reporter: good morning. ifl just spoke with the airport duty manager here at sfo e says sfo far, there are at least ten cancellations for flights heading to the northeast especially with this winter storm bearing down on the east coast as we speak. airport officials say that american airlines which typically leaves later on in the morning, they just canceled two flights to the east coast as well. but we are in the middle of winter. we're not seeing much winter here, the midwest, northeast part of the u.s. is definitely seeing it. more than 1100 flints have been canceled. we're hearing chicago, bearing the brunt of the delays and cancellations trying to get flights out of there. but here, cities and airports like newark, new jersey, boston and j.f.k. and new york will be most likely affected this morning. and then most of the airlines are taking the situation literally minute by minute. >> i understand the visibility is down to a quarter mile with blowing snow.

ktvu's brian flores in our warm newsroom right now. talk about that heavy toll that's caused by this frigid weather. brian? >> no question about that, dave. it's been incredible to see the snow, the cold temperatures and wind gusts that have made it simply unbearable and, quite frankly, dangerous for so many people in the midwest and east coast. wanted to get to buffalo, new york, where they remain in a deep freeze. fears of flooding are growing up in the upper niagara river there after large chunks of ice have been spotted in the river. blizzard conditions are expected to last through this morning. temperatures are expected to reach 20 degrees today but after bottoming out at minus 5 degrees yesterday, which tied a record set back in -- tied a record set back in 1942. we've seen several injuries and deaths as a result of this polar vortex. a homeless man died monday night in an empty lot in georgia. and another man was found dead after he slept underneath a freeway overpass in texas. there have been a few miracles, like a woman forced

ktvu's brian flores joining us live from richmond to tell us what's behind the new homicide numbers. >> reporter: it's certainly encouraging news for residents, visitors and business owners here in richmond. but according to police, it's still a work in progress but they hope this trend continues into 2014. but some new stats from 2013, they say richmond -- the police department says they've hit a 33-year low for homicides. last year there were 16 reported. that's the lowest it's been since 15 people were killed in 1980. along with that violent crime dropped. last month, police said there was assaults with a firearm. there were ten more cases reported than the brief year. we spoke to the business owner who said he's seen a change last year. he's considering expanding his coffee business to other parts of richmond. >> i'm afraid of putting any business in richmond but now i'm looking for another location, too. >> reporter: here in richmond? >> yes. >> reporter: now, police are crediting better community relations as well as changing the department from the inside by hiring younger off
