she's been trying to find out which florida nursing homes have had coronavirus cases. carol, what have you encountered when you tried to do the reporting here to find out this basic information? >> back in march we started writing about an assisted living facility in fort lauderdale that had become a hot spot. by the end of that there were seven elders who had died there. and we wanted to know what other hotspots there might be. so, we started submitted public records requests with two state agencies and the governor's office. we are about three weeks in, and we are still waiting for a response. we have not even been told yet, in fact, why we cannot get the records. i want to say that florida has one of the most favorable public records laws in the country and that is the result of a referendum, a voter referendum passed in november of 1992, passed overwhelmingly. and we feel quite strongly that if we could get the governor's office and these two state agencies to engage with us, that these are public records and we're entitled to them. >> the reporting indicates that

i think it's about 28 states governors that have enacted some form of sheltering in your home. florida latest today to make it fairly sweeping. a number of other governors have not opted to do that. smaller numbers and disruption to folks in the state. how would you advise them? each state is very, very different. what do you think of the many states that do not have -- even though 80% of the u.s. population is in this sheltering mode. how do you feel about those that are not? >> i feel that that's up to each governor. they know their own state, they know their own situation. i've got a great health direct director. we also put together doctors. we've reached out to other people who really understand how these viruses multiply, and how fast it goes. the lessons of history, all of us tell us that you've got to do it early. you've got to get in front of it. if you don't get in front of it, it really gets away from you. that's what we have done. we've really focused on safety. we think it's not a question of how the economy is doing before safety. we think that we can do both. you know, a
