that we have made recently have to do with large nonprofit festivals such as pride parade and the folsom street fair because we know that these very large nonprofit organizations -- festivals will have a much harder time in complying, in part because they don't have larger budgets to think through alternative water solutions for thousands or hundreds of thousands of people who wanted to give them a little additional time to make the transition. and, so, we've established a level for nonprofit events that have more than 250,000 individuals to have an exemption until january of 2018. we had actually already included this amendment. there was a tiny drafting error so we're going to add again the phrase over 250,000 to make it clear that this applies to the largest nonprofit festivals. so, with that, we actually have quite a few individuals today who have worked with our office and i'd like to recognize and give them an opportunity to start the conversation. the first peter latter borne is here representing our colleague supervisor mar. i want to thank supervisor mar for his partnership with

the first one that i'm going to talk about is folsom and howard in the soma area and this capital plan before you proposes roughly $22 million for that project that provided a nice leverage point. in the 16th street project is another project in the eastern neighborhoods plan area that was identified through the planning process as a top priority and largely this project we believe will be funded through the on going citywide transportation strategy. both of these projects in terms of project delivery are under going environmental evaluation right now and we'll have more work done. the impact fees are including some of the detailed design work on 16th street. for open space on the eastern neighborhoods we have two parks that are certainly moving forward, the 17th and folsom park which is fully funded which is in the mission district. construction is delayed for coordination with the puc and water storm management work. we spenth -- expect that project to move forward and the dath park which is working on new development and we are securing funding in the next fiscal year to refine work

we don't have a list today of specific sites we can say we're looking at some mta sites such as a folsom doing something there and for example, the puc there the balboa park plan that's been discussion. we feel first, we need to do the site specific analysis are reeven able to develop those sites before we can talk about the work so most importantly we need to have the community discussion and say 1972 e this is a potential development site and most importantly i should mention we want to test the program so we want to make sure we track this cooperation and make sure we have a better process. so we thought it was important not to say we're going to do all of this but start small and track it. we mentioned we're going to have a framework and guiding principles. the interagencies of the agencies i mentioned we looked at the city policy and the general plan and our transit first policy and the city ordinance we looked at the health care master plans you recently approved and what's the existing policy say about publicly owned land it gives direction about what those resources should be use
