if we do not get the folsom st. it the way transit resolved, at some point in my lifetime, we are going to have no ability to solve the traffic problems. every new project that goes up sells for a million-dollar condo. someone is going to drive. you get people in low income housing that have less of an incentive to drive. we must solve the transit problems. in the eastern neighborhoods and in this out the market in particular, this is high on the agenda and this is not something that the department has a function on. you have to be dealing with this. the second is if the planning department's staff reviews the project, the tendency is to look to the code. what you have been hearing about are planned policies and there will be language in the code that allows for a exception on parking in particular. all of these things go out the window if you have an exception in the code because the staff mentality is that they apply a coat, they don't apply in the plan. is the southeast quadrant a functional entity? i would say 9
