commissioner moore: commissioner fong says we forget that all of us start our own workday at 8:00 or 8:30 respectively. we are here at midnight, we have already been set at whatever on our own professional part for several hours. i am looking at members of the public being affected. i believe our own physical abilities -- and i would say for all of us -- start to diminish. for that reason, i believe we should put more realistic parameters around what we do, and if we once or twice a month gave you a separate meeting in order to give specific hearing to a project, then let's do that. the public should be involved in those as well. this is where lots of staff time is. we should be giving them as much as we give to the public. i strongly encourage us to create a slightly different, more regiment organizing structure -- more regimented organizing structure so we can work on the big things and quickly moved to the small things. commissioner olague: i do not want to be rude. i have to say yet though. as commissioners, we also need to watch the clock. if we want to get out at a certain time

i was on the advisory board in 2006 under heather fong. we spent a year talking about community policing and what it is in creating the definition. some of the things that came up tonight we did discuss and some of the things are not on there. what is important is implementation. a lot of things we talked about over the years i have not been addressed. what happened to us -- we were kind of lucky because we did have a beat officer for seven years, which created a lot of trust. we had a very good experience with the officers. it is more than just a beat officer. it is not just one thing. there are a lot of different pieces that have come together to create the community things. the most important thing is communication. i think seeing our beat officer and the communication he had with everyone created that trust, which led to collaboration. i think the cab is very important. i think we need to empower it. i also think we need the legislation to be able to continue community policing to make it work in the long term. >> my name is david delp

commissioner fong: i just wanted to comment, as i have been watching this for a while, and i am supportive of it and realize we are just opening it up, but for everyone who sees the waterfront, sees the port, sees the dilapidated pier, and asked why we cannot put a parked there, this is it. a lot of work has gone into this. this is hopefully the fruits of that labor. commissioner moore: this project is one part of a much larger open space strategy, which i'm quite familiar with, so it just complements and fills out everything, which ties the waterfront together as one solitary development project. i do believe that the historic preservation commission's concerns are something which need to be considered, and i support their input. i am generally quite supportive about where this is going. commissioner miguel: i am also very supportive of the project. what we have created in this area is the change from the former use of the port to what we have there now, which is a residential and mixed use community, and that type of community as well as the city itself could well make use of recreationa
