this is what food city a year and a half ago that in itself is a misnomer. this little town of just one thousand people was following much of the rest of the state into a long slow decline. but in just eighteen months the population has grown from a little over a thousand to six in the top down. there was a time gene vidhan knew everyone until he grew up here now the shops on main street a full of strangers and for the head of this county's development authority that's for. has to be room. so now are frantically trying to get housing for those people here in an area that hasn't really built much for the last twenty or twenty five years right now the challenges in this community are to get water and sewer in so that developers can build more permanent housing. in a country where unemployment still holds as of eight percent north dakota's jobless rate of three percent is the envy of the nation. here in the shale oil built in towns like what food city and williston job's go begging. mcdonald's and even a local casino are among the many town thing for workers. f

and these food trucks do not attract any customers from outside the city. but they definitely dilute the overall business activity for us. commissioners, there are as many customer dollars being spent on food in the city each day. if a customer goes to a food truck, and spends a dollar, he is taking away the dollar worth of sales from us. i am not against them, but they can be very well placed in the underserved areas. my downtown street area has 39, i repeat 39 quick service restaurants operating and we have a plethora of applications coming. we had to go and fight them all. going back to the process, some people have stated it takes a long time for the permits to come and it's even more difficult for us. and and as far as investment, i have over $1.2 million invested in the two units here in the city. if i go under, my 18 employees go away. where deny go? where does my investment go? it's definitely not a good idea to have food trucks in very, very close proximity. i would see even 300 feet is what the original legislation stated was not good enough for us

by over subsidizing food trucks, the city is attempting to can bolize the existing food establishments. that is not what free enterprise stands for. >> the principals of free enterprise that our nation is built upon do not allow blai tant emotion of one side of society at the cost of the other. it is designed to permit an individual to flourish in business with minimal government intervention. over here, the city is fully involved in pitching one side against the other. my question is, as a city of san francisco willing to breach the basic standards of free enterprise and fair play? >> the city has not conducted any economic survey to the state. to assess the impact that these are likely to have on existing businesses and we are talking about the people's livelihoods to be impacted. and in fact, the applicant, nor any city official can stand here and state that such a facility is not going to impact any existing business at all. and if so, why are we all standing here. please consider these matters, realistickly and i humblely ask this board to permanently revoke both of these permits.
