plenty of reasons why you should. that's in 2 minutes. ,,,,,,,,,,,,,,,, tsunami was coming, it still >>> turned out to be a pretty nice day weather wise around the bay area. a dry one outside. catching a break from the stormy weather but we have got more storms on the horizon. just another live look from our chopper 5 over the santa cruz harbor where they have experienced the most damage we have seen in the bay area from the tsunamis moving onshore and they are not done just yet but you can see folks hard at work trying to fix some of the damage that has already been done. so as we head through the night tonight, it looks like weather wise we are going to see a few clouds making their way across our skies. we have got a weak system trying to move on through for tonight. that will bring some clouds and we will have to see a couple patches of fog out there as well. but doesn't look like a bad night. if you're headed out the door partly cloudy skies into the evening. temperatures running mainly into the 50s all around the bay area. probably a little fog developing though as we head into the midnight hour. temperatures as we look toward tomorrow will see a lot of clouds moving in especially late in the day and planning about 59 degrees in santa rosa. 59 in napa. could see 60 in fremont. 61 degrees in san jose. 61 degrees in livermore. but, this break that we had today, not lasting long. looks like the clouds will begin to move onshore tomorrow. clouding things up especially late in the day. a slight chance of showers mainly north of the golden gate bridge. late tomorrow afternoon, tomorrow night. then looks like a better chance of rain around the rest of the bay area as we head into sunday. come monday another chance of some showers then i think another storm moves in to make for a wet day come tuesday. a chance of more scattered showers into wednesday and probably next friday as well. that's a look at weather, guys. back to you. >> thank you, lawrence. >>> even though with had warning that the tsunami was coming it still caught people by surprise. julie watts on the consumerwatch with some tools now that can help you assess your home's tsunami risk. >> reporter: the first rule of tsunami survival is simple. >> pack up your emergency supplies and head inland and uphill. >> reporter: but jeff norris of the san mateo office of emergency services says figuring out in advance if you're on safe ground is more complicated. >> reporter: emergency officials will order the evacuation but it is important to know beforehand if you're in a danger zone. it is usually based on geography, elevation and distance from the ocean. to find out if you're at risk you can start with the website like earthtools.org. for instance, cbs5 at battery and broadway sits at 22 feet in elevation and about 6 miles from the coast. san francisco residents can cross-reference this with this inundation map at 72hours.org. for the rest of the bay there are similar maps at noah's website but they happen to be down today. keep in mind these maps are estimates and the reality depends on the size and origin of tsunamis. >> if you are in the inundation form you shouldn't have to go far for safety. >> as little as a quarter mile or half mile or elevation change of 100 or so foot is more than adequate to get you out of the danger zone. don't do what these folks in san mateo county did saying pulling over in the wrong place could pose more problems. >> that creates a potential roadblockage if enough people do that. people become fearful and want to leave the area. >> just like with earthquake preps good idea to keep an emergency kit inside your home and your car along with warm clothes. most home insurance coverages do not cover tsunami damage. >> that's right, an act of god. >> thank you, julie. >>> in the next hour we will focus our attention back on the heart of this disaster and that of course is japan. the latest from an island dealing with everything from flooding to fires and a growing emergency at a nuclear power plant. >>> i'm linda yee in san francisco. those terrifying pictures from japan were seen by relatives and friends here in the bay area and some of them say they haven't even been able to contact any loved ones to find out if they survived. >>>

foot. that is just ridiculous. this is just a job killer at a time when we need jobs, not just here, but throughout the country. everybody is talking about jobs, jobs, jobs. to add $10 a foot to a project is just not right. at this time, we should have a moratorium on all fees on projects if you ask me. all fees on residential should be off until the unemployment rate gets back to a reasonable level. thank you. director nolan: thank you. next speaker. good afternoon. >> good afternoon. i would just like to say that it is an extremely poorly written document that was submitted to the commission for consideration. two, i like your staff to really look at the impact report that was prepared by the planning commission -- department for the planning commission on the last round of planning. in that report, there was a recommendation and statement that the impact fee for that area cannot be as high as the actual process because the development community is tapped out said that they can no longer afford to go beyond and development fees. also, in every planning district reasonably in the city, their impact fees aren't citywide for different types of infrastructure. what i see is that there are in pac fees by every single agency, and they really need to be coordinated so you know what the taxes are on the developers. finally, i'm grateful that this commission is going to take this out and act on that after you have more information because i was extremely offended by one of your staff that said that it is this commission's policy not to have any out reach until after you acted on it today and it takes place after you take action and the time it goes to the board of supervisors. i realize i'm an immigrant, and a lot of the people that will testify before you are immigrants, but i do not think that our language ability is so bad that i misunderstood her statement. director nolan: thank you. next speaker. >> good evening, commissioners. to reiterate the last few speakers, if you have a product, you play -- pay approximately $11,000 per unit, the average unit being 1000 square feet. if you have five units, $50,000. 10 units, $110,000, and we have to bear these costs. the industry is being crippled. we need jobs. we need people to create work. not put a hindrance on it. it is not even present today. it is a disgrace that this has been jammed through. i appreciate that you are continuing it, but let's look at it and everybody -- let everybody, all the stakeholders, get a say in the matter. director nolan: next speaker please. >> good afternoon. while i do not doubt with an apartment with usually do on our reach, i would question with the q&a is for making sure that things happen. if we do not have quality assurance, at least the rest of us in the public really dowling the integrity, especially when we do not have legislation, it is something that is generating money for the department. i look at this and say that this is a complete -- we are being dropped as far as it not being a situation that is being brought to life. you want to talk about unemployment. everybody says we've got 17% unemployment in the state of california. try our industry. we cannot afford any more fees. there is stuff not getting built now. you have permits at a record low, and we want to add more money to that? we need a break in the building industry. you hear from every commission, every council, everybody that steps up here. we need jobs. we have families to feed. i will take one last bus out there if it means that all the guys who work for me can come back to work because we can actually build something. i think a lot people would do that. i urge you to consider this and look at the real human impact of it. thank you. director nolan: thank you. next speaker please. >> good afternoon, commissioners. i will keep my comments brief because my voice is going, but i do want to speak specifically to the process. it was my responsibility to coordinate and get my colleagues out here today. we heard about this at 4:00 yesterday afternoon from a reporter. he was calling for our opinions. you made a comment, the quality of out reach was not done on this item that is normally done on items such as this. i would beg to differ. it was not long ago that we were before you with a similar experience. no outrage being done. we had to go back to the policy and governance committee, and eventually, through endless communication, we finally found ourselves in a position we were comfortable with going back to our members and making them aware of an increase. i was told that it is not staffed policy to do it out -- on items such as this by this body at this point in the process -- to do it out reach. it was recommended to us that we should go to the board of supervisors to engage in public comment. i think that is an absolute disgrace. i really do. i know our members are very concerned about jobs and the economy, but it is my responsibility to do the out region share with them what is going on, and -- my responsibility to do the outreach and share with them what is going on. if we are not on your radar, i do not know who is. we should be on your radar. i think this is an absolute disgrace. i do look forward to dialogue, and i appreciate the continuance, please, learned from my testimony today that i am very angry and annoyed, and our members are, too. >> good afternoon, commissioners. i just really want to talk about small business. we are a small construction company. we build residential homes. most of our subcontractors are in that area. we all live in san francisco. we pay property tax. we pay taxes. going back to residential construction and fees, every time we turn around, there is a new fee. it really does affect small business. you have your plumbers, your electricians. you look at a residential home and the amount of people that were in them, regardless of the size of it, it impacts everybody. we have kids in school in san francisco in the neighborhoods. and this is one more tax that is going to cripple our industry, which has been already decimated in the last two years, so please, consider what you are talking about and did a lot of thought because it really does affect the communities, the schools, the subcontractors we all work with, we all live with, so please consider. director nolan: thank you. next speaker please. >> good afternoon. i'm a developer in the city. we've been trying our hardest to get the construction industry moving. our crews are out of work. there is a lot of subcontractor- related industries down in a grave stances because of the downturn in the economy. this legislation right now would cripple, on top of the hardship we are going through trying to get stuff moving, this is going to definitely crippled the whole process. i would beg you to defer this legislation and go through and out reach study analysis, which will, i'm sure, clarify the sense of where we are at. when all the other government departments realize we are capped out with these right now. we cannot take any more. we need to get the industry moving. we need you guys to put this legislation behind us for a while. thank you. inherent inequality when commercial office developers have to pay this fee and residential developers do not because both uses to generate trips, and i think that going in the direction of offering a discount to folks who built less parking is the right way to go. it is consistent with our transit first policy, and i do want to mention one small thing -- i do sympathize with the folks in the bill afternoon. i will fill out a speaker card in a minute. i woke up this morning at 5:30, and the "chronicle" was thrown at the front door, and when i opened it, i saw this article on those impact fees. you have to understand that the city -- when we say the city, we are talking about the people that work here. we cannot bear any more impact fees. i'm a contractor. i'm a developer. the people that buy the homes from us that we develop -- they add some much to the city by actually buying the homes. between property taxes, between working here, and what they get to the city. and you want to add so much more to it. the planning department did an analysis, and they found that you just cannot bear any more in the city at the moment. there is a limit to what you can put on developments. what they've put on is even too much at the moment. because of the recession, there's nothing happening, so we cannot even judge the analysis that they have done, you know, because there is nothing happening. i implore you to forget about this and just leave everything the way it is. thank you. >> good afternoon, commissioners. i do want to thank you guys for continuing this item because, as some of the speakers said earlier, it is very important we do have a copy of the legislation. i come to this room a lot for the planning commission, and there is always copies of the legislation right we bear most of the impact fees in the neighborhood now. now, we're looking at more fees. so again, i think that we need to keep the dialogue open. but due process is very important. i found out about this thing this morning. i should have known about it three weeks ago, four weeks ago, and a lot of our members did work with mr. ford and his staff on this. they knew about this. they should have told us. that is how you do it. we come to all this commissions. this is the first time we have never been notified. so thank you for the continuance. we look forward to further dialogue. >> thank is that you create a fee here. puc creates a fee over there. school board has another one. there is an accumulation, and nobody knows what the other is, so there is a straw that breaks the camel's back, and this is the last straw on the camel's back. back in 2008, an economic analysis was done for the eastern neighborhood, and the maximum fee that could be imposed on projects back then was $8 per square foot based on the prices of 2008. the mayor's office of economic analysis say today that it will be 2016, 2017 before san francisco will be back to 2008 prices, said there's no way on a that was actual financial analysis back then that we could afford to pay any more fees. how can we afford to pay any more fees and have more unemployment? on top of that, to add insult to injury, this was going to be retroactively back to july 2010 when the fee deferral process was approved by the board of supervisors. the process was a stimulus package that was supposed to try to help the industry move forward. so you could defer some fees. you take this to look backwards to try to force these, so i'm glad that you are continuing this hearing today. i think we need to shine some light on this. limits, and by far, the largest of our sectors is of help and showing products like bags. the core of the manufacturing capacity is actually centered in some of these very buildings we are talking about. we believe that having a tax exclusion will have a stimulative effect as these companies begin to start hiring again coming out of the recession. contrary, i think, to popular belief, the garment manufacturing sector is not dead in this city. we have seen, although brian, designs may have failed on some levels, we see is that in the manufacturing sector, when we are very pointed about connecting those companies to these kinds of incentive programs and helping them use them in advance of hiring, that both can help them bring in their date of when they start to add headcount, and it also will help them hire more than they might have an ability to do by releasing extra cash flow. we believe for this sector, it is immaterial whether twitter does or does not come, and we also believe that having twitter in an adjacent building is not a threat or in any way in conflict with this objective. so we are in support. thank you. supervisor chu: 90 very much. i will call a few more support of the payroll expense tax exclusion. you really are -- [bell rings] i was going to say more. advocating for small businesses and midsize businesses, the kind of companies that had egan had shown up for. i'm representing 1500 member companies, which of chocolate to about 1/3 of the business community, in terms of number of employees. we have strong support for the job incentive because we really feel like it is the newcomers. pedestrian activity, safety, in our once bustling district. as we mentioned before, in an area where the city vacancy rate is at an all-time high. we have recently conducted a citywide hole where sen for assistance were asked about the support for this particular measure, and 70% of voters in san francisco as recently as last month said they supported a payroll tax exemption for new hires and only 19% oppose. the 41,000 unemployed san franciscans -- let's put them back to work. we need creative measures to bring companies in to get a good start with we feel that this is the time when we really do need taxes into the general fund of the city. we are seeing vital services cut. i am the union representative for general hospital. we see lots of services cut. throughout the hospital and throughout the city with nonprofits, these are services that go to the city opposing most impoverished citizens in that we need this important money for the general fund. i think it is unfair that we have other businesses that have to pay the payroll tax, but twitter is the most profitable corporation of and it does not. in the context of us saving jobs, we should really consider not having the payroll tax for twitter and other buildings in that area. thank you. >> good afternoon. i'm the director of sustainable economics. i were to speak in favor of the payroll tax exemption for the area. specifically, it is about directed investment with in this corridor. when you think about real estate decisions, these are one of the line items that we are looking at, and they have to make a choice in their costs when they make that very costly investment of where they are going to locate. while a share of their total cost is relatively low, as a share of their real-estate costs, it is quite high. in decisions of where they are going to locate, it is clearly important to think about how we reduce those costs. this first investment is a good one. the other point i would make is that the international council of shopping consumers estimates that the average office worker spends around $3,000 in the local retail environment, so by bringing twitter and other office workers to this location, you are reinvigorating the retail market along that corridor. in addition, there is also trends and occupancy tax or hotel tax that can be realized as you bring more offices to this location. thank you. >> good afternoon, supervises. i'm with residents solutions, and i'm here in tremendous support for this item. we have been doing business attraction in this area for several years now. without the incentive available to the redevelopment agency, the success we have had of in those areas would not have happened, and vacancy rates would probably still be pushing 60%. that said, amid market and the tenderloin need much more robust incentives. they are very large and in a grave state of disrepair. i wanted to quickly reiterate something i heard yesterday from the president and ceo of intel. he has recently been appointed to a white house committee on job creation. he said the most important thing government can do right now to spur development and create jobs is to get out of the way. i think that this legislation in some small way help san francisco to do that, and our implementation of this incentive really gives us the happening on market. excited about city place being approved. excited about the international hostel on seventh and market being approved, excited about crescent heights development at 10th and "today in the bay's" par louisiana marla tellez is live with what's happening now. >> reporter: good morning, laura. so far this firehouse has been relatively quiet this morning. this is station number two in alum rock. i spoke to one of the nine firefighters who are currently on duty inside. i asked him about this tentative agreement reached with the city for comment and he said he can't comment at this time, but he did tell me they should be voting on this issue as expected this weekend. now here's what happened late yesterday. the san jose firefighters union agreed to take a 10% cut in pay and benefits to avoid further layoffs. again, a 10% cut in pay and benefits. and in doing so it became the first of the city's 11 employee unions to reach a deal with the city so it could set the tone for the other unions. in a similar situation last year the city and firefighters never agreed and as a result 49 firefighters lost their jobs. so this time around, of course, they are hoping to prevent that. this is a victory for mayor chuck reed who is dealing with a $105 million deficit for the fiscal year starting out on july 1st. here are the nuts and bolts of the deal. it would mean the 10% cut in compensation and benefits for two years. the deal expires on june 30th of 2013. again, this is not a done deal yet. all of the city's 647 firefighters have to vote yes to make it a done deal to ratify the deal. then the city council has to give its approval at its next meeting next tuesday. live in san jose this morning, marla tellez for "today in the bay." >> we are keeping tabs on all of it. thank you, marla. >>> san mateo county is now better prepared to deal with mentally-ill people in the wake of a deadly officer-involved shooting. officers are wrapping up an intensive four-day training course designed to help diffuse situations that involve people with mental illnesses. that session also giving officers communication techniques and it trains them to recognize post-traumatic stress disorder. the course comes just a few days after san mateo police shot and killed a mentally-ill man in his backyard after that man fired a gun at the officers. >>> members of a church plan to protest outside of a bay area high school play tonight. they are members of the controversial west borough baptist church in san jose picketing a production of "the laramie project" at gunderson high school. members believe god is punishing the country for condoning homosexuality. the play tells a story of matthew shepherd, a young gay man, who was beaten, tied to a fence and left for dead in laramie, wyoming. tonight's production of the play is sold out. >>> state senator leland yee is fighting a public date with the university of california leader. yee will rally at noon an ucsf to block the state senate from confirming david crain to the uc board of regents. yee is blasting crain's opinion piece in sunday's "chronicle." yee says that piece is an attack on working families, but crain went on to tell the sacramento bee he misunderstood the piece. he does think the uc workers should have collective bargaining rights. what he objects to is unionizing public workers who already have those protections. >>> 6:36 right now. a two-day student protest on the berkeley campus is over this morning and students are calling it a victory. after spending seven hours chained to one another on the fourth floor ledge at wheeler hall, the nonstation comes one day after a day of protests on campuses around california. 17 people were arrested on uc berkeley's campus on wednesday night. last night it was a different story. students say some of their demands were actually met. >> all prior student charges that were possibly up for suspension that have been lingering on forever are going to be reduced to the option of probation for the rest of the semester. >> during the demonstration 26 classes were canceled affecting about 1,000 students. school administrators are hoping it will be business as usual. >>> we have an update this morning on the work taking place right now on the bay bridge. crews are making some pretty good headway. christie smith is live in oakland with some new information and the progress they are making. kristy? >> reporter: good morning to you, brent. the tower is really the centerpiece of the new bay bridge, not just because of its look. it will certainly be the tallest thing out there, but it is also designed to move in an earthquake and parts of it can be replaced. you can see it there in the distance. caltrans is telling us they were able to get the sections done ahead of schedule thanks to the weather. caltrans just held a media briefing 20 minutes ago this morning showing us how it worked with the pieces of steel floated in on a barge and carefully lifted with a jack more than 400 feet into the air. this latest installment brings the bridge tower to 480 feet tall. now work started early monday but then on tuesday they ran into some foul weather that slowed work down. then it changed in their favor. >> yeah, we work in the rain okay, but wind is a big challenge for us because wind makes things unstable on the water and also with a piece of steel like this we have to carefully control how it moves. and if you get 500 tons swinging, it is very difficult to wrestle it into place. >> reporter: now when it is complete the tower will be 525 feet tall. and in april some real exciting work begins on the top including the cable saddle sitting out here in oakland this morning. this is the seat for the cable system on the self-anchored suspension span, the only one of its kind in the world according to caltrans. the new bay bridge is expected to open four to six months ahead of schedule in the year 2013. reporting live in oakland, case christie smith for "today in the bay." >>> looks pretty nice out there if you are out and about. we want to check the temperatures right now with christina. >> it is chilly out there, but it is pretty nice. the south bay is not registering any fog this morning. it is nice and clear down there. we are seeing a bit of fog develop along the bridges and peninsula as well this morning. so take it easy out there. that will be the factor probably until the next couple of hours pass. then we should see clear conditions, mostly sunny skies for today. and our temperatures are going to climb into the mid to upper 60s as a result. 67 degrees in los gatos today. 66 in san jose. 63 in san francisco. high pressure is the reason for the clearing for the nice weather we'll see today. we are kind of sandwiched between systems. we have one to the south bringing a lot of moisture into southern california, but today we are going to stay nice and dry, just a few high cirrus clouds making their way into the bay area. then the next system arrives late saturday into sunday. looks like we'll see more rain, but this morning pretty clear out there. how are we doing on the roadways, mike? "today in the bay" cease bob redell is live at the uc museum of paleontology to explain the new findings. >> reporter: a mass extinction involved the dinosaurs, that was a long time ago, just over 65 million years ago. or as you refer to as childhood, i believe. or maybe that was your high school years, i can't remember. anyways, now there are scientists here at cal just releasing this paper in "nature" magazine what wering warning we could be on the verge of a sixth extinction. there could be the argument it has been 65 million years, aren't we due? isn't this just part of the normal cycle of earth? >> that's an interesting argument. i think the counter-argument is that humans are a species on this planet, but unlike other species we have large brains and the ability to anticipate the future. and really we should use that ability and not just act like everything else and do our own thing. >> so you looked at the species that are in danger, you are looking at the rate of extinction of the ones we have seen so far and are finding that man has a lot to do with this, everything to do with this, and i think that was a surprise to me, not that man has something to do with it but the fact that it is happening so fast. the ones prior, dinosaurs took hundreds of thousands or millions of years, this is how long? >> this current event, which is starting an ongoing, may only take a few hundred years or at most a few thousand years given if current trends continue. so if we make different decisions this one doesn't necessarily occur, but that's the decision we have to make. >> reporter: if things don't change in a few hundred to thousand years, a is a safari in africa would look like what? >> north america used to look like north africa. early humans were moving into north america making many extinctions. now we see more with modern farming technology. >> reporter: what gives you hope this will be averted? >> there's a lot of concern about this. this paper has gotten a lot of attention and groups are trying to preserve habitats and limiting the effects of climate change. if we can do that we can preserve these for future generations. >> reporter: there you go. nick is the co-author of "the sixth mass extinction." it would be a few hundred years off, obviously not in our lifetime, but our descendants could experience this. >> so bob, if we took action, could we prevent it?
