new hampshire avenue in both directions. good getting to the beltway from springfield. now to the news desk. >> thank you. >>> there is a new rule for metro operators this morning. if you use a cell phone, but you will lose your job. >> this new rule takes effect on monday. >> it is not too hard to guess what is behind all of this. there is an uproar from the deadly accident a couple of weeks ago that killed nine. we know now the operator of that train that struck the back of that train was not using her cell phone. her cell phone was found in a bag on the train. since then, at some videoas come out that showed an operator texting. >> i think it is a good policy for metro to put the safety of people first as well as makg the employees accountable. >> we have seen this video of a metro operator apparently texting while driving. starting monday, an operator will be fined if found texting. >> it is stringent on part of the operator. that is what i want. i want to make it clear what our level of tolerance is. but metro had a three strikes you're out policy when it came to operators talking or texting. now the policy of matches policies

there was some good news, you know, the increase in housing start is good news especially for people in the home building industry. the lack of newomes being built is a huge drag on the economy. so to some extent that's going to diminish. falling interest rates, hey, listen, that's great news if you're not under water in your home and you can refinance or if yurs a fir you're a first-time home buyer looking to pie. as you noted the big drawback rising number of foreclosures which is -- it seems to be continuing unabated. in the past it was the falling home prices driving foreclosures. well, now, as well as higher unemploy.now it's the unemployment rate as it continues to escalate driving foreclosures. until we see the job market stabilize, you're going to see more foreclosures. >> so not any real light at end of the tunnel at this point? >> there's light at the end of the tunnel but it's a very, very long tunnel and the light's a very, very tiny dot of light. >> what are the things they'll be looking at coming months, jim? >> two thing, i think. really, unemployment rate, how bad is it going to get? are we getting near the peak?
