navy captain and an expert on international maritime law at fordham law school and he joins us now via skype from new york lawrence this appears to be a very complex legal situation in both sides laying claim to overlapping areas what's the basis for those claims. the basis is the 1982 u.n. law of the sea convention and interesting way the right to exclusive economic zones is a product of the convention and is understood to be in giving states certain sovereign rights but not sovereignty and may not extend those beyond 200 nautical miles from the end of the territorial sea there's some confusion as to the exact line but it creates rights in economic sources for coastal states or nearby coastal states and of course as you say there are many overlapping conflicting sources turkey's not a party and has rejected the law of the sea convention so the basis of its claim for an easy easy right is questionable it doesn't recognize a law many nations most of the nations involved are of the signatories or parties to the law of the sea convention and have the right to go forward there's no single
