secretary foxx, thank you for your work. i strongly support a robust reauthorization long term of our transportation needs needs to be long term, as has been pointed out our states and counties cannot plan without the long-term commitments from the federal government as their partner. it needs to be robust, because it's not only the new roads and bridges and transit systems that we need, but also maintaining the infrastructure that we have. so we have to focus on this. i do want to maintain, and i think this is an important part, the flexibility. i represent maryland, the bald more, washington area is the most congested area in the nation. we need to invest in transit, and we have a game plan to do that. we want to stay on that game plan, but a large part of it depends upon the ability of a sustained federal partner and that requires a long-term reauthorization of a robust bill. i also want to emphasize the need for giving our local governments flexibility. i've worked with senator cochran on the transportation alternative p

. >> secretary foxx last question and then you'll be caught up with everyone else. you know how important airport investments are in terms of driving local economies, and some mayors obviously have control, and some don't. you know, to expand our airports, we are increasingly relying on passenger facility charges for the capital we need. how can we support the administration's proposal to raise that cap and how can we support your efforts and vice versa on that? >> well, this is a vitally important issue. right now, there's a -- it's a $4.50 cap on the pfc charges. we proposed lifting that cap to $8. which would provide these are moneys that airports can use flexibly to improve their facilities. it takes a little bit of the structure of the airport improvement program away and puts that money at the local level so that you can use that money more flexibly. we are big supporters of this. and again this is a place where i think conveying directly to members of congress how this impacts you, what plans do you have for your airport that could be enhanced if you had more

foxx for five minu ms. foxx: thank you, mr. speaker. mr. speaker paying for college is hard work and it's getting more difficult as tui and fees continue to increase at rapid rates. fortunately, american families have an investment tool known as a 529 plan to help them save for their child's college education. since 2001 students have been able to withdraw earni from these plans tax free if the funds are used to pay for qualified higher education expenses. it was disheartening to learn last week that president obama now wants to tax those withdrawals and treat the earnings as student income, which would hurt a child's chances of receiving financial aid. with student loan debt surpassing credit card bet, it is incredibly irresponsible of the president to take away this valuable tool that millions of american families use to save for college. house republicans will fight this attempt to raise taxes on hardworking american families. we want to encourage not discourage families from investing in their child's future. mr. speaker, i yield the sp

the review prosect that goes in to projects and as secretary foxx had indicated, there was certainly improvements that were made as part of map 21. i would welcome the opportunity to continue to work with federal highway administration on further refining that process. i think there are still additional enhancements that can be made to that to shorten that time period so that we don't have the problem the projects take so long to deliver that we can't actually start construction, whether it is a two-year or five-year bill, that bill is over. so i think that's one of the areas of the opportunity. the other area that i see as an opportunity and i touched on an example of that earlier in my statement is the balance between the funds and resources that you invest in collecting data and reporting and those type of things things, versus what actually goes into asphalt and contreat and concrete and bridges. i mentioned the potential requirement, all the data on our gravel and dirt roads which i are very familiar with. i'm not sure that's the best use of those funds when in south dakota we h
