anthony foxx is a big jazz music fan. >> i have heard that.you as well. >> as are i, that is true. more "bloomberg west" next. ♪ >> i'm cory johnson and this is "bloomberg west." the faa finally proposing new rules for commercial drone use. here are some key takeaways. throws that weigh less than 55 pounds have to stay in line of sight of the operator. this may not be good news for amazon and google. one of those companies that develops drones for agriculture and real estate -- the ceo, great to see you. what do you think of these rules? there are already out there doing work with these drones. >> the rules are great news for everybody. the way you have to think about it this is just beginning of many durations of these rules. the iterations of these rules. one year ago, the messaging from the faa was very different from today. one year ago, the messages were a lot more stricter than today. the main driver is how many big companies, construction mining, getting involved in this new market. using drones for r&d purposes and operating purposes.

secretary foxx, thank you for your work. i strongly support a robust reauthorization long term of our transportation needs, needs to be long term, as has been pointed out our states and counties cannot plan without the long-term commitments from the federal government as their partner. it needs to be robust, because it's not only the new roads and bridges and transit systems that we need, but also maintaining the infrastructure that we have. so we have to focus on this. i do want to maintain, and i think this is an important part, the flexibility. i represent maryland, the bald more, washington area is the most congested area in the nation. we need to invest in transit, and we have a game plan to do that. we want to stay on that game plan, but a large part of it depends upon the ability of a sustained federal partner, and that requires a long-term reauthorization of a robust bill. i also want to emphasize the need for giving our local governments flexibility. i've worked with senator cochran on the transportation alternative

after our conversation with transportation secretary anthony foxx. this is a $478 billion proposal covering six years. we've got republicans in control of the house and senate who overall are smaller government lower government spending oriented members of congress. however, transportation bills are historicically of a different sort. it starts to bring home the bacon to home states. so what really are the politics of a bill this big and how the spending might come out even if you have a republican controlled house and senate? >> well, the problem is that there's no easy source of money to pay for all of this. it's very -- historicically we've depended upon the highway trust fund which is funded by gasoline and diesel taxes mostly. and they haven't been raised in over 20 years. and they're buying less each year in terms of construction and what they can do with it. so in trying to find the money from the general fund is very -- is increasingly difficult. all the low-hanging fruit has kind of been plucked. so they're just basically hasling over how to

transportation secretary anthony foxx spoke about the new rules in a conference call today with reporters. >> from entertainment to energy to agriculture, there are a host of industries interested. for us, the first threshold is keeping the american people safe as we move to integrate these new types of aircraft. while today we are announcing a proposal that will help us to just that, it addresses to basic safety issues. one, keeping unmanned aircraft well clear of other aircraft. two, mitigating any risks to people and property on the ground. as a result, we are proposing common sense safety measures keep everyone safe. things like not allowing flight of these aircraft near an airport or more than 500 feet above the ground. if you're operating one, they have to be within line of sight at all times. you have to be a will to see them with your own two eyes, not binoculars. the aircraft must weigh less and 55 pounds and you can't operate it at night. this rule does not apply to recreational users. there are already rules in place for that. safety issues aren't just the only issues associate

here's a portion of our conversation with anthony foxx.video clip] >> you are proposing big increases in transportation spending. to pay for them, in part with overseas profits. is it realistic to expect republicans in this congress to raise taxes on u.s. corporations? particularly given the anti-tax sentiment? >> the proposal via ministry should has put out is to use program of business tax reform to pay for our bill. our proposal actually works in reducing corporate tax rates by removing the 35% tax rate that would apply to overseas foreign earnings that currently are not taxed as they are sitting there. they were brought back, there would be a 35% rate that would a product to them. -- that would apply to them. between 1% reduction. to bring those -- a 21% reduction. to bring the proceeds of that over here to pay for infrastructure. about double what the gas tax is producing now. >> have you talked to gop lawmakers and met with them about this proposal? >> the proposal is one that enjoys bipartisan support in many ways. about a year ago,

secretary of transportation anthony foxx said regulations are evolving. >> we're putting forward whatve to be the safest possible approach at the moment. >> but as they are currently written the proposed rules would ground amazon's fleet of drones. the company is testing what it's calling prime air to deliver packages. and in a statement hinted at taking it's business overseas. we are committed to realizing our vision for prime air and are prepared to deploy where we have the regulatory support we need. >> that service and others like it wouldn't fly because the drones would be rising out of the line of sight of the operator. last year will were about 25 reports of close encounters between planed and unmanned aircraft systems a month. the faa received nearly 200 reports in nearly 30 states across the country. >> seeing aircraft landing on the right side as reported a drone about 300 feet ago. >> they're putting a cap on how high commercial drones can fly. for right now only up to 500 feet. brian is president of unmanned vehicle systems international. >> initially what we're looking at
