i participated with fran townsend actually in a wargame. anybody who has done one of these wargames, which extend over a couple of days, with a plausible sonar you of some catastrophe taking place knows how much we do not know how little we have been able to prepare, how you get into situations where the information is ambiguous if an attack is taking place, what kind of attack, what might follow. and you get people in the room who play the major players, and try to come up with different decisions that will take place and what the repercussions would be. you realize how little we know, how poorly we are prepared. one of the things that fran did as homeland security adviser, was to mandate that cabinet members and senior white house staff do these wargames. but she met with enormous resistance again for the human reasons, because it meant taking one or two or three days on a periodic basis out of their extraordinarily busy schedules and going offsite somewhere to go through these scenarios. after doing it, they all said how viable it was, h
