francis collins. dr. collins, thanks so much for joining us. so two months ago you said that unvaccinated americans in areas with low vaccination rates were, in your view, sitting ducks. that was even before this new guidance. what is your fear about how bad this could get if people watching right now do not get vaccinated? >> well, look at the numbers, jake, of cases have gone up about four fold in the last couple of weeks. we're pushing up towards 100,000 cases a day now, particularly so in those hot spots where vaccination rates are still quite low, maybe 30%. that would be missouri and arkansas, louisiana, florida, and those are areas of deep concern. the good news is that people are getting the message, you may have seen the data that in louisiana vaccination rates have gone up three fold in the last two weeks overall for the country vaccination rates are up 56% in the last two weeks. so i think maybe i'm trying to look on the bright side of this. what's the silver lining of this? is that people are waking up to this. this may be a tipping

francis collins. dr. figures on this fourth wave of the coronavirus. i want to put the stats up on the screen. the latest average of new cases is more than 129,000 new cases a day. that's up more than 700% from the beginning of july. assuming current trends of the spread of the virus and assuming the current level of vaccinations, how high could this wave get before it crests? how many new cases could we be seeing a day? >> dr. collinss that this is going very steeply upward with no signs of having peeked out. so i will be surprised if we don't cross 200,000 cases in the next couple of weeks and that's heartbreaking considering we never thought we would be back in that space again. if that was january, february. that shouldn't be august, but here we are with delta variant which is so contagious and this heartbreaking situation where 90 million people are still unvaccinated what are sitting ducks for this virus and that's the mess we are in. we are in a world of hurt and it's a critical juncture to try to

francis collins, dr. collins, appreciate you being with us.s at the highest levels of the administration had been saying they hadn't seen data indicating the general public would need boosters right now. can you talk about the new data and what's changed? >> well, i was one of those experts and as recently as three weeks oago, i was skeptical too. the newer data, some of which is published today by the cdc and some of which comes from overseas, especially from israel, does show a waning of the effect of vaccines over time. not enough to worry you too much, right today. what you are seeing, though, is breakthrough infections from people who were vaccinated. who do have infections that may cause symptoms. fortunately, though, at the moment, they are not ending up in the hospital. they're not ending up severely ill. but you can kind of see the trajectory we're on. and i think putting all that together, those of us looking at this and trying not to wait till the last minute sort of said let's work on this over the course of the next month. let's l

francis collins and courtney sets you up there, doctor.vaccines, particularly pfizer might get that full fda licensure? >> fda is working 24/7 on this. they have to go through hundreds of thousands of pages in this application that covers everything from safety and efficacy to manufacturing, even do some inspection of facilities and they are working hard. we expect within a month, maybe a couple of weeks that approval will be granted. for people waiting for that who are still unvaccinated not necessarily just people in the military, this would not be a good reason to wait wendell ta is spreading so rapidly. the experience fda is going to provide this is almost complete. we have to wait for the final announcement. >> we've seen lots of federal workers, universities, google and facebook and disney putting in place some version of a vaccine mandate. are those mandates in your mind enough to reverse the case trend that we're looking at now or are we talking about bending the curve four to six weeks down the line as you have the larger employer

francis collins.s what he said and i will get your response on the other side. >> can you definitively say to somebody that the vaccine provides better protection than the antibodies that you get from actually having had covid-19? >> yes, bret, i can say that. there is a study published by cdc just 10 days ago. in kentucky and they looked specifically at people who had had natural infection and people who have been vaccinated and then ended up getting infected again. so what was the protection level? it was more than two fold better from the people who had the vaccine in terms of protection than people who had had the natural infection. >> trace: you say dr. collins' statement is incorrect. why? >> so thanks for having me on. and i have enormous respect for dr. collins an accomplished scientist. but it's factually incorrect. it has not been shown that natural immunity, the immunity you have after infection is any inferior to the immunity you have after vaccination. and, in fact, there is growing evide

francis collins. let's start with these concerns about the vaccine's protection, the really series protection here against severe disease, which i think is what most people are worried about, and the idea that that fades. eight months isn't like a light switch here. should people expect to be at higher risk of those kinds of infections as they move closer to that eight-month mark? >> there'sdesignation. it's in that general zone where we'll start to see some risk that vaccinated individuals might actually get infected in a way that could be a bit more serious. the good news is, right now that's not the case. if you look and see what's happened in the course of the last few months, the ability to protect yourself against severe illness, with the existing vaccines, including with delta being out there, is looking really good. but you can see a slight tendency for that protection to start to wane. there's one thing we've learned about covid-19 is you don't wait until you see real trouble before you react

francis collins. dr. collins, thanks for joining us again here on "gma." let's begin with booster shots. we're seeing israel offering them. the uk next month. is it inevitable here? >> well, we're certainly looking at it almost daily. as you heard, fda oversees this and the data is gathering, both from the u.s. and from what we've learned from places like israel and the uk. i would say right now, there is not evidence that we need to go ahead with boosters in the united states, but that's an ongoing debate so let me be clear, actually the existing approved vaccines in the u.s., pfizer, moderna, j&j do have high effectiveness against delta. there is no reason to rush forward at this present time for a booster decision, but we're going to watch that day by day. >> but what's the harm in moving forward? is it some concern that it's going to create vaccine hesitancy? >> i think we just want to do the thing that's going to help people the most and recognize also that there is a worldwide shortage of vaccines and there are countries desperate to get access, and

we heard from francis collins right there and we have a graphic to show for folks that shows that covidns among kids under the ang age of 18 is back up to the levels that we saw at really peak in december and january. and you put all of this together. what does that say to you about this moment and what it should mean to kids, parents and everyone? >> i'm a parent myself. i have one kid who is vaccinated and one who is not. so both as a physician and a scientist and a parent as i have watched this data so closely. the biggest takeaway is that kids are not immune. there has been this drivel fed to us saying that kids don't get sick. kids are less likely to get sick than older folks. but they can get really, really sick. and just as we as parents put seat belts on our kids or put them in car seats, just as we would never drive drunk with our kids in the car, similarly we have to stand up and protect our kids particularly the unvaccinated ones right now in the midst of this transmissible delta surge that is sickening children across the nation. >> collins also projected that we will see so
