this is 30,000 san franciscans with a managed-care provider. this increases the managed care and provides for the fee-for- service, which was described earlier. in the managed care, this is to agree a network of care. this is for the hospital care for the 10,000 medical beneficiaries. this is regardless of how frequently or infrequently they are. this increases the active participation of the provider network. physicians, specialists, and hospital, to work together to assure that they get the care they need when they needed to avoid costs. this is what i meant earlier when i said this is with managed care. cpmc will collaborate with at least two primary care providers, one in the tenderloin. cpmc shout care for at least 1500. approximately 1500 enrolled must be seniors and those with disabilities. this is to manage health care needs. in terms of the timing, this must be within one year of the effective date, and the others by december 31, 2015. unfortunately, the cost of caring for these medical patients exceeds the cost, and it is called the m

as san franciscans, i'm sure you are aware of many of leader pelosi's accomplishments. i will not keep us here all morning in emerging them, but i want to hit a few highlights. elected to congress in 1987, she became the first female speaker of the house in 2007. i do not think many of us will forget the image of her surrounded by all those children as she walked. burger quarter century of service, leader policy led the fight to convert the presidio to a park, ensured over three and half million dollars -- excuse me, billion dollars in relief to the city of san francisco after the loma credo earthquake. in 2010, led congress in appealing the military don't ask, don't tell policy. while she has been exceptionally busy in washington, she has not lost focus on those of us back in san francisco and has fought for the redevelopment of both the hunters point shipyard and treasure island and has been a dedicated volunteer to the growth in golden gate park. as a mother of five and grandmother of eight, she frequently visits golden gate park. at the ceremony on the 21st, brought

[applause] most importantly in this budget we are putting san franciscans back to work. you've heard me say on many occasions recently our unemployment rate dropped from 9.6% in early 2011 to 7.4% today, our lowest since 2008. [applause] we, as a city, along with our business partners and every neighborhood, we created 22,500 net new jobs in san francisco in just the last year. [applause] that's good. that is really good, but we need to do more. with this budget we are continuing to invest in strategies and incentivized job creation, training, and place our residents for their jobs for the 21st sent re. we are creating a climate that gives entrepreneurs and investors confidence in our city, allowing them to work with us to innovate, grow and create jobs, whether they are in neighborhoods, small businesses or tech start-up or a thriving global headquarters. in neighborhoods, we are more than doubling grants available to small businesses, and we are including $4 million for neighborhood commercial districts through our new invest in neighborhood strategy. that includes job

[applause] that is wonderful data for san franciscans because guess what? for quite some years now, it has been deficit, deficit, deficit, no increase, revenues going down, all the bad news that have been shared year after year with our department heads and all of you know how wonderfully- negative the discussion has been and now we see some positive light. i stand before you a year in office to say that san francisco -- economic recovery is real and underway and the economic policies and the strategies we pursued are working and they're working well. our city could not do this without the partnerships of many of you who are here today. san francisco is back on track we must stay the course. what i mean is even though our revenues have surged from the economic growth that our tech companies have provided and traditional companies who have been here for so many years, let me do this. i know that i have been known as the tech mayor and i want to share that with the board and officials but i also want to say one of the reasons i come here so enthusiastically t

the ground was broken to build the war memorial in honor of san franciscans who had served during world war i. in addition to honoring those veterans, the memorial gave a permanent residence to the opera, the symphony, and eventually, the ballet. the war memorial and performing arts center has great historic significance, including housing, the signing ceremony of our united nations charter in 1945. today, we are making history erosity and support of mr. and mrs. stephen bechtel. with a grant of $1.5 million -- [applause] from there foundation and in honoring charlotte and george shultz, we are that much closer to fulfilling the original vision of the war memorial complex, which was to include a moral right in his courtyard. as a small token of our city's appreciation, i am pleased to present to you a certificate of honor. i know it is not worth $1.5 million, but maybe the personality of me added with willie brown comes close. if i may present to you, on behalf of the city, our great certificate of honor and a gracious personal thanks for your contribution. the 2012 city beat poll survey of san francisco voters found that some franciscans are very optimistic about the future, but they remain concerned about homelessness, panhandling, and the economy, and public transportation. the trends are going the right direction. the good news is 58% of voters think san francisco is going in the right direction, and the highest since march, 2007, so we are moving in the right direction. only 28% are pessimistic, compared to 38% concerned last year. quality of life scores are up with 70% of voters saying the quality of life in the city is getting better or the same, but we have a quarter of folks who say quality of life has decreased. jobs and the economy continued to be ranked as the top issue for the city. about 24% of workers, second only to homelessness. the local economy and quality of life have improved, and we hope that all of you will join the chamber and the center for economic development as we work together to create jobs and create a prosperous future for the city of san francisco, and i want to end by talking about the process of how we e

covered in plastic and crumbled tire materials which stadium lights will be a huge loss to san franciscans, park visitors, and wildlife. he heard it will increase the amount of those that migrate along ocean beach. there was a casual survey conducted, finding 70 species of birds at this site. the city paid for in eir where this was conducted briefly in the winter and reported -- the eir has no mitigation for birds or other species. there is no other place for birds to go. this has not been evaluated by the eir. there is a park where people can -- they depend on dark skies for navigation. san francisco boasts of being a green city, but this proposal is the wrong type of green. the proposal is expensive and short term. i urge you to make a thoughtful and board thinking decision. -- and forward thinking decision. president chiu: thank you. >> thank you. i am with the audubon society. sometimes we did lost in the mix. there is always a need. there is always a need for more, to do housing and other sorts of things. thus far, to remain true to the heritage, particularly big distinction would be

i think eighit is a cap on how we're going to take care of san franciscans. it is structured as a cap. what is your estimate on how many of those will be in a hospital? >> we did some modeling on those areas, populations that would be enrolled, seniors and persons with disabilities, single adults. it depends on the population. there are different utilization histories for each of those populations. i do not have the information in front of me, but i want to set a third of those need hospitalization. an average of the third that would need hospitalization. >> what do you estimate is going to be the expenditure for that commitment? >> in the modeling over the 10- year periods, we found they would fall just below the 9.5 million at the end of the 10- year period. >> at the end of the 10-year period. in the first four years, nothing kicks in, right? >> that is right. >> they are required to take every life up to 10,000 made available to them through the system. it is our understanding that the system will not make that money available until you're four. -- year 4
