elaine is a longtime member of the city and county of san francisco. the department of finance and administration is the second- largest division out of six at the port. it oversees the regular finance functions, which john and i cannot wait to pass back. tina olson left in november 2009, and in the interim nine months, we have a five-year financial forecasts, our first- ever two-year budget, our 10- year capital plan, etc., etc. thank you so much for coming back and joining us. elaine has worked for many different from a tiny city, including the san francisco airport finance division, the board of supervisors has a legislative and budget analyst, and most recently, she was the chief financial officer for the department of city planning, so we are extraordinarily lucky to have recruited her to the port, and i wish you a tremendous term, and there's plenty of work still to do, so i did not want to think we did adopt want you to think we did it all in your absence -- i did not want you to think we did it all in your absence. please welcome elaine. next,

what an exciting day for san francisco.be reminded of our traditions and the courage of our first responders. i'm so excited to be here with the fire chief. he's been remembering how the fire department helped us out of the earthquake some few years before coit tower was built and also of course with our fire chief remembering the important role that the first responders play. telegraph hill has always been a place that our citizens gather in san francisco, the beautiful vantage points over which christopher column buss looks out. as an italian american i take special pride in the fact that columbus is here. and over the years i took my children and more recently visitors and members of the congress to telegraph hill to see this incredible monument to love of san francisco. to see the murals inside which are a tribute to the working man. some find that controversial. i don't and i think it's time to remind ourselves of that at this time and to remember that those were projects of the w.p.a. but they were also projects of th

it is the lowest density zoning that we have in san francisco. that's what's been approved and what the planning staff is recommending. i also have copies of the letters from my neighbors, which is a large neighborhood organization in the area that endorsed the project back in october of 2009. i'll pass a copy of that up for you. the issue of sound and health and welfare, it is true these homes will be right adjacent to the freeway. they have been designed with that issue in mind. you will recall a few years ago the supervisors sponsored legislation to require ventilation of homes adjacent to freeways and other traffic barriers so the air inside the homeds is pure -- inside the homes is pure identified -- purified before it goes into the homes. the negative electric legislation to this project that was approved and an appealed discusses in a fair amount of detail that the interior air quality in these homes will be safe because of the ventilation system that would be built into the homes. what's on the overhead now is a cross-section of the proje

a practice here in san francisco in live here in san francisco. i am raising two children who are attending public schools. this week, they are attending a camp at the golden gateway tennis club. it is a great facility. those things will still be in place later. but i am here in support of what has been done by the planning commission and the planning department. it is to be commended. this is the final key, as many folks have said, in completing the waterfront, which so badly needs to be activated. the densities that have been discussed, i think, are appropriate. the need for housing has been clearly articulated by alan mark and others. we do a lot of residential work in this town and definitely need to see more housing in the pipeline. it is projects like washington and others along the waterfront that would add tremendous housing. this is about the greater public good. clearly, this is that link between the ferry building and the fisherman's wharf that needs that greater public wharf and needs to be built into something exciting. i cannot wait

this is a fund and a unique place in san francisco, big, open space. a couple of times a week this is filled with a marketplace. >> 100 farmers. they are here on saturday. the farmers market is out front, and also on tuesday's we have about 60 farmers out front. >> and that is on the plaza? >> on saturday it is back here, and on tuesday it is in the front. >> i guess i am interested in what happens. we have a plaza where the ferry boats used to come. what happened? >> the whole backside of the building was originally line for ferryboats. it could handle about 14 boats at one time. the building was built in 1898, and the ferry boats were very popular up until the bay bridge got built in the early 1930's. at that time, the passengers shifted from taking the ferry boats out to going across the bridge and a ferry boat service diminished. >> the cars were a reduction in the use but also led to the development of the freeway in front of the ferry building, which in 1989 was damaged by the earthquake and demolished. lo and behold, we have a ferry building aga

at about 76% of recruits coming into sfpd not living in san francisco or come from san francisco. it is almost as high with the fire department. when we look at the relationship, i think, between recruitment to our public safety sectors, and ask why there is not more, i think, hunting and recruiting of people locally, the answers are, i think, we would love to do so, but there's not much of a focused strategy to make that happen. unfortunately, as of the national downturn economically, we have now seen that the unemployment rate for 16 to 19 year-old literally is over 40%, the highest since world war ii. that is pretty much minute here in the city and county of san francisco. we also know that 1000 police officers and 500 firefighters will be retiring or could be retiring within the next five years. we would like to see -- there to be some strategy in place that helps, i think, replete the number of personnel that we may be losing, but also benefits in the fact that these are san franciscans who would really like to work for the city and county of san francisco, who know the commu

we have 450 projects throughout san francisco. we have incentivized wisely over the counter permits so people can navigate the bureaucracy, a $98 fee, flat fee. we are developing projects in this city with minimum requirements for lead building standards. in fact we have a proposal that i will be presenting in front of our san francisco board of supervisors that says you want to build a commercial structure in excess of 50,000 square feet, you've got to provide minimum lead standards of construction. the reason we are doing that is we create an incentive a year ago to do that and everybody in order to get ahead of the queue in terms of the planning process is jumping in saying that's a no brainer of us because time matters more than anything else. so we are going to require it as a base line for doing business in the city and county of san francisco. that follows what we had already done and that is say we're going to spend the taxpayers money, we have got to provide those lead standards in terms of our libraries, reconstructing o

as a young musician, what was it like for you in san francisco at the time? was heaven on earth. we would go down to the fillmore and see these great band, the doors, and jimi hendrix, cream, and then go down to the grove to see other music. you could go to the mission district to hear mexican. everywhere i went there was this multi dimensional color and i felt like it was on necessary for me to do just one. like baskin-robbins, i want all the flavors. you cannot just be a mexican play music. there is a lot of beauty in that, but it was not for me. i was born without arms around my heart that wants to embrace everything. palestine's, israelis. japanese, apaches. i am more concentrated with life and love than flags, nationality, religion. that stuff gets in the way. one gets in the way is me, myself, my story. for me, that is why music is liberating. when you hear "imagine" anywhere in the world, people sang the lyrics. as soon as you hear the melody -- same thing with a bob marley song. i grew up taking everything from bob dylan, curtis mayfield, the beatles,

make san francisco their home. in 1996, i was just the house and organizer. i remember walking the precincts for prop a. it nearly did pass. the only successful effort to deliver much-needed funds for affordable housing in for a san francisco or anywhere else -- in san francisco or anywhere else for the purposes of delivering affordable housing. there have been several efforts that have come up short over the years to authorize a new affordable housing bond to amend the charter and deliver a reference that also came up short. in terms of the item before us, i think it is clear that the 2/3 threshold for the obligation bond is not really doable in the current climate at about -- at the ballot. especially with the opposition and the campaigns that are out there. i think that we should prioritize affordable housing within our appropriations process, and it is the correct way to move forward. taking a look at the 2008 measure, it failed to pass on that ballot. i think there were strong arguments against the measure tha

one area of the san francisco bay where the warnings are urgent. ken pritchard brought us this report last week. talk to those who frequently fish the bay. >> halibut. >> reporter: can i eat it? >> sure. >> reporter: and you find many who keep and cook their catch, but as fisherman anthony flores says it's best to limit the amount you eat. >> you can eat them, but you can't eat too much. >> reporter: there is a spot in the bay where no fish are fit to eat. it's a large part of the inner richmond harbor, here the main contaminant is ddt, the once widely-used pesticide. >> we want the communities to be aware of existing "do-not- eat" advisories. >> reporter: sharon lynn is with the environmental protection agency and we met her at the superfund site. it was a major pesticide manufacturing plant decades ago, sandwiched between 4th street and richmond and the canal. the plant is long gone, demolished after the company went bankrupt in the 1960s. but the company left a legacy of toxins that continue to threaten people and the environment. >> the contami
