i came in determined to make san francisco work for the people of san francisco. i started with the benefit of a great team in place, with the city departments and the city commissions. let me talk about the tremendous legacy of our lieutenant governor and former mayor, kavin gavin newsom, and everything that he did that let me keep the ground -- hit the ground running, and so, together, we set out to achieve five goals in the first year of office, hiring a great police chief and putting san francisco back to work with new jobs and a new local hire program, balancing the budget despite this -- this the deficits, and tackling pension reform, one of the most difficult challenges every city has faced. and we got all of these done. [applause] today, one year later, i stand before you, even more honored and humbled, at the responsibility that you have placed in me. and whether you voted for me first, second, third, or not at all, i want to thank all of the people in this city to give me the opportunity to serve as your elected mayor. thank you. thank you, san francisco

going to use this in a san francisco way. the federal government created a housing trust fund and never funded it. the state government had a housing trust fund program that has really been sort of fair to middling to say the best. we're going to create a housing trust fund in san francisco that once again shows that san francisco is the leader in affordable housing development and finance. i really appreciate the mayor giving me this responsibility to work with all of you, both in front of me and behind me, to shepherd this effort through. the mayor clearly believes in the big tent. this is probably the size of the first working group meeting. we will look and receive all sorts of ideas because i think we really, truly want to take this opportunity because it is going to be a permanent source. it is not just a one or two-year program. this is a permanent program, and we are going to do it, and we are going to do it right. again, i want to thank the mayor for this opportunity to lead this effort. i was born in san francisco, moved to the peninsula, raised my family there, moved back to san francisco eight years ago. my day job, in addition to civic activities, i am an angel investors. since 1994, i have invested over 600 companies. it is very interesting to see -- and most of these companies are in the bay area. there are about 200 companies that are active today. of those 200 companies, most of which in the bay area, over 52% of our portfolio in sv angel are in san francisco today. what is significant is, in 2005, 75% of our portfolio was in silicon valley, i the south of san francisco. so there is definitely undisputed the migration of tech companies to san francisco, and we want to support that. some of the company that i am an investor in that will lead the charge in san francisco, twitter, ising guy, jawbone, eventbrite, trulia, and google. approval has a large office in san francisco. we think the tech community in san francisco needs to finally get active. ed lee, the minute he stepped into office, the two significant things for the tech community, he got twitter to stay i

today is a good day for san francisco, and let me tell you why. in december when the service provider community found out about this loss of funding of over $4 million, we truly were in a state of shock, but we knew what was at stake. so we quickly got to work meeting with barbara garcia at the department of public health, supervisors campos and wiener and the mayor to figure out what solution we could put to these devastating cuts, and i am pleased to report that all of them were keenly aware -- hold on one second. i am pleased to report that all of them were keenly aware of these devastating cuts long before we met face to face, so we gather here today to thank and acknowledge mayor lee, supervisors wiener campos and olague for their receptive ear and nimble response to our request for support to help mitigate these devastating cuts. mayor lee and the supervisors joint request for supplemental appropriation of $1.8 million will help ensure the continuation of vital primary care and supportive services, which are essential to the health and well-

in the san francisco, miniature spectrum, i am considered pretty middle of the road. one thing about me is i am very independent when it comes to the issues, and i do not vote on party lines. i judge each issue on its merit. we have provided woefully inadequate support for our transition-age youth, and when we do not provide that support, we end up causing other problems. it is not like it disappears. these are our youth, who are here in our community, and we need to make sure we are providing services for them. yesterday, we had a hearing on the dcyf budget, and i was very disappointed with one aspect of the budget, particularly the alt and backs were being eliminated -- that all add-backs were being eliminated on a number of different subjects. i do not agree with that. i am in discussions with dcyf, and i am is hopeful we will be able to work something out. my predecessor was always committed to making sure funding occurred, and i will continue to do that, so you have an ally in me. the budget is the most eminent issue, and we do have a structural budget deficit in

next, we have the executive director of the san francisco small business office. she was in san francisco in 1986 to open the buffalo exchange limited store, and in the 13 years she worked for buffalo exchange, tennis district manager, she held her open the company from four to 11 stores. in 2009, the mayor appointed her as executive director to the office of small businesses. next, we have the ceo of opportunity funds. he has combined his background as a community organizer with an education from stanford to develop an innovative, not-for- profit financial incision that uses market principles to affect systemic change. it operates one of the nation's largest individual development, programs, a leading provider of micro loans in california, and has a robust community real estate finance unit. next, we have the ceo of ne community federal credit union. since 1988, she has been the ceo of northwest community federal credit union. under her watch, the credit union group to over 1600 members. it has become the national model for institutions seeking to provide financi

tonight, we are 50 years of the san francisco manila sister cities. there's a bridge that connects the thrill of the orient to the city by the bay. it is a bridge of ambassadors, one made of people whose roots and hearts and the pacific ocean. in april 1961, the city of seven cisco formally and stated a committee under the office of the mayor to become the preeminent cultural and economic [inaudible] between san francisco and manila, developing a system that promote closer ties between the cities. this year, the san francisco manila sister city committee represents -- celebrates its 50 year, marking five decades of service to our people. the san francisco bay area filipino american community salutes this milestone, a legacy of goodwill and true filipino american pride. >> representing the san francisco manila sister city committee, are defective chairman -- our de facto chairman. people trapped themselves in san francisco by an economic recession.uld woman become america's first victims of -- some would become america's first victims of the bubonic plague. the conditions for the plague were perfect. the plague had devastated europe for decades but never before had it struck america ports. lack of access to health care combined to make the perfect conditions for the plague. what happened next is a remarkable story of bigotry, of heroism and cover up. chris scott has researched this little known but significant san francisco epidemic. >> there was a raging epidemic. there were people dying every other day of the disease. and most of them were present in china town. >> fear and prejudice also raged. city officials quickly labeled it a chinese disease, rice eaters disease and refused to acknowledge that it was a plague. they cut off china town from the rest of the city, effectively inprisoning 20,000 people inside 12 blocks. this movie shows police arresting a man who had escaped out. >> alien to our religion, alien to our associat

it is not any different in san francisco. it is incumbent upon us to bring together those that know best in how we can speak our minds and demonstrate, with the level of 42 that we can realistically do. i am not into hollow relicts. i have been told by people that it may be a good idea of for us to just clearly evict. yet, when i remember the sheriff, who is a friend of mine -- sheriff [unintelligible] , telling me about the days that he had resisted, having to follow orders several days later. painting the picture of what we were up against. the law had not reform since then. it is important that we continue to recognize the value of the sworn staff in the sheriff's department. we have a great deal to be proud of. i know that the police department is the primary responder in public safety. approximately 850 men and women who have served with distinction their sworn personnel. many i had meant in my days at the police academy. many had believed had certainly served with great honor on behalf of the city and county of san fran

i love being in san francisco. everything we just talked about, part of the reasons why we are there. i like because of where we are in the neighborhood. it is something that cannot be overlooked. commissioner dooley: just about the timeline of how this rolled out, what is the notification process over the three years? >> three months after the zoning took place january 19th of 2009, the planning department sent out a letter for all property owners. it was about 7000, they told me. it has been rezoned, uses without permits. there is a legitimization program. i saw that, and number of clients and said, what is this. unfortunately, it was drafted by attorneys. it is sort of an occupational hazard. a lot of people really didn't make sense of it. it also went to property managers whose addresses a were

[applause] among his many accomplishments on the board, the sheriff offered legislation that created the state communities reentry council, coordinating local efforts to break the cycle of crime by giving former offenders the tools that they need to get back on the right path. he spearheaded efforts to strengthen community policing because he believes it should be at the heart of any sound public safety strategy. [applause] he has strongly advocated for increasing police foot patrols, so that there is more regular face-to-face interaction between community members and officers that serve them.
