so, the occasion has now come and we are looking forward to the mayor looking around san francisco and seeing the changes that have been made. i don't know whether -- is willie brown here? he was the one who started this some 16 years ago, i think he would have turned in this beret in order to change jobs with the mayor of paris, having gone there so many times, we also have with us tom horn who is our chairman of our sister city committee which has many exchanges which we're going hear about more of them today, mayor lee, you have been mayor for almost two years, and as you know, the mayor of paris has been mayor for 11 years, and look how young he is, so there's hope for you. we have just had a meeting inside and the mate -- mayor has made a promise which tom and i and matthew, we're going to make sure he keeps that promise and he says, next year, we're going to paris, so tom horn and i are going to be the advanced team, we're leaving with the mayor on a sunday when he goes back. so, may i introduce our mayor, a newer mayor than the mayor of paris but one we are proud of and we will

in san francisco with average incomes. we also need to improve muni and public transportation as well as improve public safety. with affordable housing, i would like to see us actually negotiate projects that build housing that is affordable, rather than allowing developers to pay a fee in lieu of building housing that is less expensive. sustainable housing is just as important as private profit and we need to balance those two in a better way. i also support test moratorium on condo conversions. when we convert the condos the price of that property is permanently increased and we can't get it back and so we need to come up with creative ways to keep the housing affordable. we approved $26 million to muni and yet all of that money, not one penny of it was spent on services it all went to other departments such as when the police closed down the streets for parades. we need to make sure that money is used for service and not distributed to some other department. i work with the community to improve public safety, through co

we serve nearly 100,000 students in san francisco and are a tremendous resource, we think, for san francisco. the last couple years the state budget cuts we faced, $53 million in the last 3 years alone, have really made it a challenge for us to keep our doors open for san francisco students and this proposition a would make a tremendous difference in addressing our fiscal problems right now. >> understood. thank you. starchild, can you present some of the thoughts around the opposition? >> sure. we all believe in people getting an education and having those opportunities be affordable and accessible to them, but city college's financial problems, we believe, are not due to state budget cuts primarily but due to fiscal mismanagement. the accreditation report that came out recently found city college to be one of the 3 worst-performing schools in the 112 community colleges in california and as evidenced by the $276,000 salary of the head of city college, we blaefrb there's plenty of money they can find without going to the taxpayers. >> i understand there were 700 classes, a reduction in 700 c

pensions are a major issue not only in san francisco and the state. part of the work that we did last year where we worked with labor unions and unix to debate and discuss and dialogue and we found a pension proposal that we could bring forward to the voters in the city and county of san francisco which was passed and we know that that is not the final step that the first of many things that we are going to have to do to make sure that we have a balanced budget. the worst thing that we can do is to make sure that we need to make sure that pensions are going to be there for people when they retire and we need to do everything possible to make sure that we live up to the obligations that we promised people when they started working. >> mr. bryer. >> pension is something that is critically important for the state. and we have huge obligations in the pension funds that have been unfunded and right now we are assuming something like a 7 and a half percent on pension returns when the private sector the returns are, you know, anticipated around 4 percent. an

of san francisco's city government. 78% say tourism makes san francisco a better place to live. 80% say that san francisco has a healthy balance of tourists and resident activity and 78% believe it's important to update and modernize the moscone center. that 78% is similar to the numbers that we heard for support of the arena. why expand? interestingly moscone is probably the most successful convention center in the united states. it's not the largest. but persquare foot, it's the most utilized. per square foot it generated the most hotel nights and most revenue of any convention center in the united states. so it's very significant in terms of economic impact. it's basically full-year round. a lost our groups are outgrowing it and need more space in order to stay in town and this benefits not only the tourist sector, but the business sector. it's no coincide that the apple 5 was unveiled there this week or oracle is

the san francisco business times recbltly said san francisco's plans for the future are baby steps and it's disgraceful. prop f is about getting us away from that vision and getting us to plan for the future. >> sean, as a wrap up, the dollars that we're talking about here, whether it's a values debate, that's one thing, that's some of the language that i respect. but when i look at the dollars, i'm not sure, could you dra*e address how that the city and the controller's report? it seems to be a fairly vast effect. >> there's no question, this is a significant impact on the city but let's translate that for our viewers. it's an impact on the rate payers. this is not born by the city's budget, it's borne by everybody's monthly water bill. we know everybody's water bill is going to climb because we have to rebuild our sewer system. on top of that do we want to add many hundreds or perhaps thousands of dollars to conduct a rate study that has been done several times that is going to completely drain the stoerplg capacity we have and absolutely put the city further back tomorrow than where

i'm endorsed by the san francisco bay guardians, the san francisco examiner, the dog patch. the democratic club and the executive association and please vote for thea selby for district five supervisor. hi, i'm jay coenig, a member of the league of women voters. along with the league and sfgovtv, i'm here to discuss proposition f, a ballot measure that will be before the voters on november 6. san francisco owns the hetch hetchy regional water system which provides water to about 2.5 million people in san francisco and neighboring areas. proposition f would require the city to prepare a two-phase plan to evaluate how to drain the hetch hetchy reservoir and identify replacement water and power sources. the first phase would identify new water supply and storage options, additional water conservation opportunities, expanded water filtration facilities, and additional renewable energy sources. the second phase would evaluate how to drain the hetch hetchy valley and stop using it as a reservoir so it can be restored by the national park service, increase flows on the lower tuolom

it is one of the oldest neighborhood community park groups in san francisco. i give a lot of tours through the park. during those tours, a lot of the folks in the group will think of the park as very scary. it has a lot of hills, there's a lot of dense groves. once you get towards the center of the park you really lose your orientation. you are very much in a remote area. there are a lot of trees that shield your view from the urban setting. you would simply see different groves that gives you a sense of freedom, of being outdoors, not being burdened by the worries of city life. john mclaren had said that golden gate park was too far away. he proposed that we have a park in the south end of the city. the campaign slogan was, people need this open space. one of the things that had to open is there were a lot of people who did a homestead here, about 25 different families. their property had to be bought up. so it took from 1928 to 1957 to buy up all the parcels of land that ended up in this 317 acres. the park, as a general rule, is heavily used in the mornings

events to come to san francisco. i know it's exciting for board president david chiu, we tried to put pods for car sharing in neighborhoods on public streets and began in russian hill on his district, he's a vibrant, vibrant avid supporter of car sharing as i have been, i know ed riskens, well at the hub, knowing that that's an incubator for great ideas came the idea of scooter san francisco and the scooter network, and it's the latest contribution to an ongoing conversation that board president chiu are having in this society, it really is when you come to automobile and or multiple modes of transportation sharing, scooter sharing is the latest contribution for people having access in our economy rather than just offered ownership and to me, that's really what wha* the shared economy is about and this great incubating idea of scooter sharing is wonderfulfinger these are all electric, you can power this up on 18 cents worth of power as compared to what gasoline prices are. it takes, if you want to go around the city

, san francisco priorities. all of these projects received a commitment of some of the regions discretionary funds to be funded between now and 2040. the third highlight --0 there was a new program, nu funding program created during the lesson strategy process known as the one bay area block grant. first under the region has tied transportation investment dollars to land-use, and would local jurisdictions have been doing in terms of planning for growth. while in the past transportation funding is often distributed based on a population-based approach, but other factors such as how successful counties have been in planning for and building new affordable housing is considered in how much funding a jurisdiction receive. also how large the rena allocation is and how much of that is a below market rate is also considered in the distribution formula. this is something that we have asked the region to do for quite some time to tie vision to resources; it is not perfect but it is a great step in the right direction and

and that's the beauty of san francisco. that when it comes to these issues, making sure that we take care of our own, that those questions are no-brainers for us. that is the san francisco way. so, i am very excited. i look forward to seeing the beautiful building, the gay man in me wants to see the design what it looks like inside.
