we're based in san francisco. local 16 who actually the stagehands at the festival, over 36% of their staff are san francisco residents. but working with supervisor mar and through his leadership, we are hoping to increase those numbers as we move forward. >> did you say over 25% of the beverage and [speaker not understood] -- >> there is not a quota per se. there is rather a commitment to fill those positions through a hiring fair held in either the sunset or the richmond. and obviously we're looking not only to hire san francisco residents, but to actually target it towards those communities which are most impacted, the sunset and the richmond. >> so to you in the department, how do you intend to track that given the information reporting on employeeses by zip code? how is that going to work? >> yeah, what we've done in events of this kind, we have worked with another planet to track their own employees and local 16 who are paid through their payroll by zip code. we can work with them to try to obtain that data

they want to stay in san francisco. city hall talks a lot about keeping families in san francisco. but there's rarely legislation to do anything about that. this is legislation that will actually help families stay in san francisco. and i urge you to support it. thank you. >> chair wiener: thank you. next speaker. >> howdy. my name is ian -- of some disclosures. i own a two unit property in san francisco which is both my home and a rental property. a previous owner of the property i know created a covenant with san francisco which disallows division of the property into condominiums. the wiener-farrell proposal does not potentially benefit me. i regard the rent control ordinance as the cause of, although not the sole cause of, and not the antidote for high rental cost in san francisco. supervisors wiener and farrell, i'm supportive of your proposal to allow condominium conversions. it is refreshing for san francisco to offer a carrot to rental property owners, a mient group, providing an essential service which since the imposition of rent control in 1979 has no -- more the stick.

it is costly and difficult to do business in san francisco, to raise your children in san francisco. i would like a voice at the table to create policies that will minimize the stigma that san francisco is not a business- friendly city, minimize the stigma of that san francisco prioritizes the rights of dogs over children. we started walking down that path largely because of political ideology. it is less about politics. i want to have a positive impact on the city overall, specifically district 10, connecting it to the city. people have been left to defend for themselves. i am honored to have been elected to serve to be the next advocate for the next four years, hopefully the next eight years, to really protect, defense, and serve the residents of district 10. >> we will talk more about some of the issues facing district 10. before we do, i would like to know a little bit about what you learned campaigning for supervisor. talk to me a little about that experience. >> first, i learned that a lot of the conversations we have about our neighborhood and community happens in silos. we ha

the committee recognized the 415 is synonymous with san francisco, is iconic to san francisco and that the brand identity helps attract businesses, retain and grow business. the letter outlines the two alternatives. it proposes a preferred alternative on behalf of the commission, which would have a geographic split that retains san francisco as an entirety having the 415 area code and marin would transition to the of 28 area code and there is also estimate to have northern san mateo go to the 62 area code. the commission and this letter recognizes that the 415 may exhaust phone numbers even with this geographic split within the next decade and would recommend a third area code with an overlay option should that occur. the commission also recognizes however that there could be a secondary alternative, which would be the overlay option. which while not preferred would still meet the objectives that we have outlined in the letter. and i hope all of you had a chance to review it. director, i don't know if you have anything to add, but that concludes my presentation. >> do we have any commi

i'm the cochair of plan c san francisco. we're the group that has led the fight for these first time homeowners and renters who want to be homeowners some day to achieve condo reform. you have heard already, and will hear more from many people about why this is good for san franciscans, why this is smart policy. if ever there was a fair compromise piece of legislation, this is it. helping hundreds and hundreds of your constituents, hurting no one, and providing 20 million, 25 million perhaps for affordable housing in san francisco, this is truly a win/win/win situation. but i'm not going to talk today about why this is good policy because you will hear that from others. what i'd like to talk about is why this is good politics as well. if you can get that on the screen. they say a picture speaks a thousand words. and as soon as this shows up -- >> chair wiener: one second. sf gtv needs to actually broadcast that. if you could pause the clock please. thanks. why don't we go on to the next speaker and when we get this fixed we

we love san francisco. we're committed to staying here and we're asking you for some assistance in that process. being part of a t.i.c. has had so many ups and downs for us but when we started this process we knew there was no guarantee. we knew, however, that we were not going to do anything to evict tenants so we bought into a building that has no tenant evictions on its record. we want -- we are in favor of making sure that everybody has the opportunity to stay in the city. i myself am a public servant as is my wife. i work for the county. i represent all kinds of people in my job. i'm a public defender. i know the struggles that my clients have, i see them in the courtroom, outside the courtroom, i know what everyone goes through. all i'm asking is for a fair opportunity to be a homeowner in san francisco. i went to high school in the city. my wife's family grew up on 24th and bryant. we live in the mission. i'm asking for the opportunity to stay here, to raise my family, to raise my kids, to show them

to what makes san francisco -- what makes people want to come to san francisco and live in this city. it is important to what we do and many of the businesses that exist here on an ongoing basis. we have 16 million visitors a year. that is in no small part due to the activities associated with the night life and this city. that is not lost on all of us. one of the things that i think it's important to the mayor and myself as i sit here today, and i know that you guys are going to be focusing on, i looked out and i see so many pieces of the city family here engaged in this conversation. i think it is really a measurable thing that you have the chief of police introducing today's conversation and today's forum with you in addition to having the board of supervisors as civil the understand the work that you and why it is so important. having individuals like -- one of the board members spoke earlier about having oewd focusing on this. all this matters when you're trying to work collaborative late. part of the problem in the past has been people working in individual silos and not sharing

this is what san francisco is about. we have an incredible committee of people that have volunteered and put forth i want to be part of this team effort to, build a bay area super bowl event that will be not only long lasting for the sports itself but with daniel's leadership and supervisor feral that's been such an incredible partner in the dialogue to help us form our ideas. and for somebody who's spnt his personal time creating the educational links between our school district and kids and parents, to created a decisional open space in private efforts, we have the right team. today, in concert with mayor mathews and mayor reed with people in business, philanthropy, academia coming together, certainly under the very large umbrella of wanting and wishing and making sure this is the most philanthropic event the world's ever seen. it is appropriately hosted in san francisco. i have often heard when something happens in the city they want it to city. when something happens in san francisco, we want the whole world to know

san francisco is no different. and i have shared that emotional experience with the supervisor and everybody here, in our law enforcement, and in our health department as well. the question for us, then, is what do we do about it? and not only can we share in this tragedy and signal our sympathies to the families as we've done, but we've got to do something more. and this is where i want to make sure i recognize all of the people that are in that effort of doing something about it, including the officials in san francisco. and some have been at this longer than others to try to do something about it, have reached limitations. yet again, i think this tragedy at sandy hook reminds us that we've got to keep trying and we've got to keep doing more about it. and, so, i want to first of all recognize that senator feinstein, in my conversations with her, and the tragedies she's experienced as mayor of san francisco as well as her attempts to ban assault weapons and had done so in the past, and that her federal assault leg

i would hope that that place would be san francisco. one of the things that struck me about this conversation is something that we learn about harvey milk. when he was first elected, he understood the significance of his election. i would like to share with you a part of what he said. it goes, the hope speech often talk about. this is what he said to use his own words: "two days after i was elected i got a phone call and the voice was quite young. it was from al tuna, pennsylvania. the person said things. you have to elected a people so that young child and thousands of people know that there is hope for a better tomorrow." without hope, gays, blacks, seniors, the "ss" give up. without hope life is not worth living. harvey closed, and you and you and you. you have to give them hope. as i think about this, i really think that that is what we are talking about. in this measure. we are talking about giving hope to so many people who live in parts of this country, parts of the world where they cannot fathom being true to who they are; they

it was members of the san francisco board of supervisors who came to ask them to open san francisco general hospital, which they did. they ran it for four years until a very familiar thing happened, and that was the county board of supervisors had a dispute about how to pay health care bills. the sisters said we've had enough of that and went on to create st. mary's hospital. as you can see, very familiar with how the city works. even then, over 150 years. it is an important issue. we're glad to be able to provide it. we're glad to be able to be here and to recognize some super creative people and the super creative programs. the committee which reviewed folks and review projects had a tough time picking who should be chosen and who should be recognized. the list is fantastic. spur, of course, has worked for years and sponsor of this good government awards for a long time to make sure that the folks that work so hard that do not get recognized every day -- you do get recognized. firstly, from the business community, i want to say how proud we are to have you and how proud we are for the wor
