recently he he chaired the executive council at the san francisco para transit coordinating council. he was also serving as the executive director of tin pan alley productions and he wrote a column for the bay times. he hosted several shows including the drag show and the face to face on s.f. common. he was also very active in the recovery community and served on the advisory board of the castro country club ~ which was silver space in the castro. stu had a lot of energy. i think probably more energy than a lot of us. it was just unbelievable how many different things he was involved with. i would never -- it's just always amazed me how much he he did for our community. he received a lot of awards for his volunteerism, has worked in the community, including the james [speaker not understood] spirit award, the [speaker not understood] award from sfmta and the kqed local hero award in 2013. stu was unique in our community. i've never met anyone quite like him and this is a huge loss for our community. and, so, i request that we as a board adjourn in his memory. the rest i submit. >> th

[speaker not understood]. i have yet to reap the benefits from this program. i've gone for two years, three years, going to these prebid meetings and got nowhere. i spent 24 hours to processing these bids. i looked at them hard. after two years, one of the coordinator saw me and said, hey, mr. leon, you've been here a long time. wish you come here every year a couple years, all your subs had to be lbe. i said, fine, thank you for the chance. i turned around at that meeting, the local contractors who came there, they were not [speaker not understood]. i didn't ask why. they just wouldn't touch me. that was fine. i went back to my office and went to [speaker not understood], and online there were all lbe members. they said it was not worth my time. after that i pretty much gave up. i think that if you look at the lb list and 150 people, how many of them have contracts? it's just too hard. it's too competitive. i don't see it working

the picture for san francisco itself is quite positive. we are looking at other water supplies for various reasons, one to consider growth outside of san francisco and another is to consider whether we should have enough water to limit potential future rationing requirements. our current plan lays out that we don't have to go to more than 20 percent rationing. so we are looking at potential for water transfers. you mentioned the desalination project and we have been working with others in the bay area. one is that we need to complete our water system improvement program. there have been cost increases in some of the projects including calavera dam replacement which is a corner system of our system and we are having to repair that dam and because of changes in geologic conditions we found there, we need to in accrues -- increase that project by $120 million. that money had to come from somewhere in our program and so we have delayed construct of the desalination in our project. we still have about $8.5 million. we have to decide if we'll do
