francisco. legislation and budget action. there is a lot of stuff that's being discussed here. we'll be coming forward with budget proposals around this, but we shouldn't have anybody else lose their rent control apartment in san francisco unnecessarily. we need to develop eviction standard in nonprofit housing and public housing. we talk a lot about eviction in the private market. we need to really kind of set the standard in our nonprofit and public housing and have a mediation before it goes to eviction. since 2009 the eviction collaborative said there's been [speaker not understood] human agency funding alone. since those folks are coming out of homelessness, presumably we can say a good proportion of those rushed to homelessness after eviction. it is so much harder to get back in housing. that is something legislatively we can do, get creative and avoid it. we also need to look at our shallow rent subsidy program. you know, we've had a lot of success with it with like i said, about 300 fami

we need to do a lot in san francisco to encourage young people and young families to stay in san franciscoi think we are missing out on a lot of our diversity when young families leave our city. we need to do all we can to be mindful of the needs of young families in the city. we mentioned housing. schools are a big deal. but also being able to be flexible with transportation and children. >> what is happening with crime in your district? give me your thoughts on how you think the police are doing with respect to crime in your district? >> i think we are very fortunate in district two. we have a number of great police captains that oversee the stations that touched district two. richmond and northern are the two major police stations that touched the district. we do have a lot of crime in district 2. both crimes against individuals but also against merchants along our merchant corridors. chestnut. union in particular has been hit. fillmore and sacramento. it is a big deal. we also have the break-ins. we need to be very mindful that people keep their iphones and laptops out of sight. but it

in the meantime, we need to make sure that we help these residents stay in san francisco. as of june 2013, the city-wide median rental rate was $3,314. that's according to zillow.com. the median home prices in san francisco has recently topped $1 million, and the average listing price for san francisco homes for sale on trulia was $1.6 million for the week ending january 15th. on top of these figures, 42.9% of san franciscans are rent burdened meaning that they pay 30% or more of their income on rent. and, in fact, in some parts of the city, on the east side of this city, the percentage of their rent burden is even worse. you have 57% of residents in these parts -- in this part of the city, including the bayview, visitacion valley, that are rent burdened, and 54% of residents in the financial district which include soma, potrero hill, mission, but also meet the rent burden definition. it is urgent that we act today to help evicted tenants to continue to live in our city, and more specifically what this piece of legislation does is that it follows the example of what happen

the picture for san francisco itself is quite positive. we are looking at other water supplies for various reasons, one to consider growth outside of san francisco and another is to consider whether we should have enough water to limit potential future rationing requirements. our current plan lays out that we don't have to go to more than 20 percent rationing. so we are looking at potential for water transfers. you mentioned the desalination project and we have been working with others in the bay area. one is that we need to complete our water system improvement program. there have been cost increases in some of the projects including calavera dam replacement which is a corner system of our system and we are having to repair that dam and because of changes in geologic conditions we found there, we need to in accrues -- increase that project by $120 million. that money had to come from somewhere in our program and so we have delayed construct of the desalination in our project. we still have about $8.5 million. we have to decide if we'll do
