and authorizing the imperial council of san francisco to use the city and county of san francisco's official seal in connection with this important event. it is a big deal and not very common for us to authorize the use of the city seal but the imperial court is a big deal, as is its 50th anniversary. the imperial court is one of the core community institutions in the san francisco lgbt community and one of the oldest lgbt community organizations in the world. next year it celebrates its 50th anniversary. the imperial court was founded in 1964 by jose saria, who recently passed away and was honored both before his death and after his death by the board. jose saria, who ran for the board of supervisors in 1962 and did very, very well in that city-wide race went on to found the court two years later and become its first reigning empress. each year the community elects a new emperor and empress who reign for a year and raise significant sums of money for charity. over time the impeer yad court has raised a very significant amount of money for hiv services, breast cancer, domestic violence preve

if san francisco you understand administrative fees are being waived. in (inaudible) there are no fee waivers. in concord they also waive the administrative fees but they do that for all people who are towed, not just the residents of concord. in kansas city the tow fee is discounted 50 percent and there's a 4 day great period for the storage. in indian nap police nothing is waived. in baltimore county, likewise nothing is waived and the same is true for the pennsylvania state police where we are conducting a pilot. there are incidents in all of these jurisdictions where there will be extenuating circumstances where the police department might choose to waive more of the fees just due to the circumstances so that's what we see from the other jurisdictions and then we also hear from all of our police department clients that they also are very mindful of the fact that many of the individuals, there is insurance coverage in place so they tend to try to incorporate that into whatever policy they put into place as well. >> i mentioned this at the beginning o

we wish every single school-aged child in san francisco would use our wonderful san francisco public schools but when you can't hire enough teachers to be able to have a qualified teacher in every classroom, then that's a problem. so i do think that the city takes some responsibility in this. our families can't live here. our teachers can't live here. our paraprofessionals can't live here and every time a eusf member comes to the board of education and says i can't live here, i have to move, i want to tell them, go to city hall and tell them that, because that is not our jurisdiction, this is your jurisdiction. the housing issue is your jurisdiction. i don't know if you realize our teachers can't ard $5,000 a month for rent. they are a -- they don't serve a capitalistic model, they serve the children of san francisco. and that is noble work and that is hard work and by offering -- i would love to give them a 300 percent raise. we just don't have the funds to do it. but i want to be honest that even if we did, they still couldn't afford to live here. this is a really expensive city. t
