for san franciscan's and people in the region and so we looked at ways we can expand our local san francisco lb program. so, we thought about it and worked with general manager at the time to form an advizry committee to talk about how to include local businesses in the region. >> i was on the first committee back about 10 years ago and the job changed over time. in the beginning, we just wanted people to know about it. we wanted to attract contractors to come into the system which is a bidding system and bid on some of these projects. our second job was to help the sfpuc to try to make themselves more user frndly. >> i like that they go out of their way, have contractors trying to teach and outreach to small businesses and lots of creative ways. help the community as well. there is so much infrastructure going on and repair, new construction that i think is helping to get construction back on its feet. >> my faiv rlt part of the committee has been that we have played a opportunity for many small businesses. i want to say it really is great to be here this morning on a bright day and the zuckerberg san francisco general hospital where more restrictive the treatment of patient it is the invariable research that goes along with that it it takes time 3 years we we were planning for the next one hundred and 50 years this the significance of partnership that san francisco general and the city has the zuckerberg compassed with our partnership with ucsf that is a unique papering one that allows us to keep a robust kind of almost bedside to beverage kind of relationship where the research goods along with the care and that it has had significant contribution to being a level one trauma center we value the most i know that when but get a lot of also in the room (laughter) every word becomes significant to somebody on one side or the other i'd like to take the opportunity to thank all the agencies if zuckerberg general and dph and office of economic workforce development that did the labor negotiations our city zoning administrator was involved our real estate was involved and certainly they had to rep

[laughing] she's also raised four children here in san francisco continues to be here in san francisco and lives just 10 min. away from where she works currently at montgomery station. we all hear a transit older up as an example we all aspire to be which is to be the best public servant we can be and she is definitely our shining star in that respect it this is not her only honor she's received in the last few months. she received an honor from the city of daly city during christmas time having the best decorated house in daly city. so she's no stranger to awards. thank you, shauna for your service to the city of san francisco on behalf of mr. haley was very disappointed he can be here and myself are entire department thank you for your service. san francisco at the time did not resist in the same way. and it is part of a history that we need to learn from and make sure we never repeat again. and by creating the strongest law possible of resisting this registry and any internment that might be connected with it, we are sending that strong message that we will never participate in that type of diskrimation, unconstitutional conduct ever again. and we must create laws that hold ourselves accountable and are the strongest possible. during the campaign president donald trump assumed a very aggressive stance towards islamic terrorism as a corner of his so-called security policy and they talked about creating a muslim registry and while this has not become policy, he has created implement other racist laws the travel ban and excluding muslims from entering this country. we need to act on the offense? . we need to create protections in place before he acts. because what he has shown is that he is going to hold true to his promises on the ka campaign. when he does he is going to act quickly

i think it is really important that san francisco remain a fiscal sponsor because we do care in san francisco and think that we do have the ability in the role to really set the tone for other cointies as well. for me i see it as a advantage because other counties may not feel the same we do or hold the same values. i just want to put in that piece. i want to get claer clarity. each county has their own bylaws they adopted mou's and so i think is there question supervisor yee is asking is there time and opportunity for the other member counties to change the bylaws. if alameda county would say we will not apply grant funding to urban shield, is that what we are-is that possible for us to achieve here? >> deputy city attorney john gibbener, the question is can alameda county the sheriff or board of supervisors make a determination they will not use funds for urban shield, that is not something that the board of supervisors can achieve and don't know how what it would take within alameda county to make the call. >> the timing in terms of the fiscal year, urban shield is allocate squd approved f
