francisco. the principal of first consideration is consistent with the state's overall objective with redevelopment. our sve policy establishes an ambitiously high 50% goal for proactive measures to engage small businesses. it's designed to encourage participation by requiring developers and contractors for good faith efforts to include sves in contract agreements and entered into by contractors and consultants. this includes incentive for s.b.e.s in small areas of work that can be participated. outreaching to small businesses in a proactive manner, regarding prebid and allowing small businesses to respond to solicitation, which is 30 days. and working with o.c.i. staff throughout the process. more specifically, staff is involved and we participate in interviews and similarly for construction contracts, we review contractor selections and are involved in tabulations all before contract are awarded. these activities are done with the purpose to ensure that contractors are performing due diligence

[applause] . >> i love that i was in four plus years a a rent control tenant, and it might be normal because the tenant will -- for the longest, i was applying for b.m.r. rental, but i would be in the lottery and never be like 307 or 310. i pretty much had kind of given up on that, and had to leave san francisco. i found out about the san francisco mayor's office of housing about two or three years ago, and i originally did home counseling with someone, but then, my certificate expired, and one of my friends jamie, she was actually interested in purchasing a unit. i told her about the housing program, the mayor's office, and i told her hey, you've got to do the six hour counseling and the 12 hour training. she said no, i want you to go with me. and then, the very next day that i went to the session, i notice this

and union jobs inside san francisco. as such, in committee on july 12th we lowered the introductory rate for all businesses and lowered the tax rate for upstream businesses. and then the next round of industry feedback is that the industry craved normalcy and they pointed to the tax overhaul which will be conducted in partnership with the san francisco chamber of commerce and this overhaul is doing to take place some time during 2020, and the industry has asked that we not put a tax if place until after that point. last week we amended to delay any tax implementation, tax rate impelection, to after that -- implementation until after that process was completed. i believe that we have been very responsive, we've been open and thoughtful about our approach as we continue to move forward. we have worked with the controller's office to understand the impacts of this on the tax industry and i want to thank again the controller for their thoughtful report, and we have worked with the industry to understand more about the black

we want to give san francisco voters the authority. i think it is a great move for uber and lyft and the city. we have very large transportation infrastructure needs. we need to bring in more people who are working here as well. on the way to do that is to move around to public transit. >> will you talk about the millions of dollars that are expected to be brought in due to this proposed tax? specifically, how will the money be spent and how will it address the issue of congestion on the streets of san francisco ? which is bad right now.>> a great question. that will be determined by the ballot measure, as well as the legislation from the board of supervisors. those details have not been completely ironed out. the idea is the money would go to help alleviate congestion. on the way to do that is to bulk up our infrastructure on bike lanes, sidewalks and making sure there is space to walk, bike and take public transit. we cannot grow to the one . two million people we project to grow to during the next decade.>> a lot of folks who use ub

policy in san francisco. i'm going to go -- i will do an overview of the project labor agreement, maybe a quick definition and then some possible impact that the l.b.e. community has advised may impact us. we can start off by first talking about what l.b.e. stands for, local business enterprise. the l.b.e.s in san francisco, excuse me, fall under the chapter 14b local enterprise program. that's what l.b.e.s call our bible. we have an incredibly, incredibly robust ecosystem of amazing small businesses that live under 14b, an amazing ecosystem of big-small companies that -- we're not very glamorous companies, we're sign makers, architects, engineers, landscapers, but the majority of us make this -- we make the city run. we're the ones out there building and maintaining this city. and we're very proud of that fact. just quickly on the first page, i went through some highlights. the l.b.e. creates a program to economic justice for san francisco small businesses, especially those left out like women and minorities

not only for san francisco but for the region.f course, it is the location in mclaren park which is the city's second biggest park after golden gate. many people don't know the neighborhood in the first place if they haven't been there. we call it the best neighborhood nobody has ever heard our. every neighborhood in district nine has a very special aspect. where we are right now is the mission district. the mission district is a very special part of our city. you smell the tacos at the [speaking spanish] and they have the best latin pastries. they have these shortbread cookies with caramel in the middle. and then you walk further down and you have sunrise cafÉ. it is a place that you come for the incredible food, but also to learn about what is happening in the neighborhood and how you can help and support your community. >> twenty-fourth street is the birthplace of the movement. we have over 620 murals. it is the largest outdoor public gallery in the country and possibly the world. >> you can find so much political engagement pa
