i'm brian hackney in for frank mallicoat. >> i'm michelle griego.l are badly injured in the east bay. ann notarangelo is -- anne makovec is getting the latest. anne? >> reporter: they just reopened near auto mall parkway and blacow road. a 31-year-old mother and 4-year- old daughter crossed the center line and hit another vehicle that contains a 30-year-old man. his injuries are not as bad. the mother and 4-year-old girl have major injuries in the hospital right now. they're saying both drivers had been drinking. this is a scene that was tough for even some seasoned police officers to witness. >> it's bad enough. we've all heard don't drink and drive. we come out time and time again with the d.u.i. collisions and find an injured child. we're all family. we all have kids and see something like that. it's pretty hard. >> police say the little girl's car seat was not properly, in fact, not strapped into the seat at all which contributed to serious injuries. she hit her head at some point in the interior of the car. investigation continues this morning.

hi everyone and good afternoon i'm frank mallicoat. >> and i'm michelle griego. firefighters have kept the fire from spreading but are still spraying water on hot spots this morning. chopper five is over what is left. the investigation into what happened is just beginning. kpix 5 reporter is on the scene. firefighters believe the building could collapse at any moment. >> reporter: yeah it is looking very unstable. the fire is continuing to burn in some spots in that building. the flames grew in a matter of minutes after the fire was reported just before 5:00 last night. today we are learning that construction workers had been using a welding torch on one of the buildings upper floors in the hours before that fire broke out. the investigation into the exact cause continues. >> this was a horrific fire. >> reporter: mayor ed lee says he watched it all on live tv last night. >> when i saw the embers jump a block away and saw nobody on the roof but flames, i said we have to take care of that. >> reporter: the manager of the ucsf building put it out himself as half of

i'm frank mallicoat. >> i'm michelle griego. time now 6:30. >>> we begin with kiet do following breaking news in downtown san jose. vta service there has been disrupted after a man was found dead near the tracks. kiet, what's the latest? > >> reporter: good morning. quite a scene here in downtown san jose as the morning commute begins, people going by getting ready to go to work or school in the middle of an expansive crime scene here at the corner of 2nd and st. john. now, if you look closely there, just to the right of that patrol car is where the body was found this morning just before 3:00. the police got a 911 call of a man down. they got here. the man was alive but died later at the scene. he had at least one stab wound. there was a lot of blood at the scene. no suspects in custody right now. detectives are investigating, trying to get security camera footage and gather evidence to see what happened. we are expecting an update from a spokesman in about 15 minutes here so that's all we have for now. not a lot, just that one

good to have you on board, i'm frank mallicoat. >> and i'm michelle griego. time now is 6:00. some breaking news from san jose. police are at the scene of a homicide after a man's body was found inside a home. kpix 5 reporter kiet do is just received new information about how that man died. kiet? >> reporter: and we have just learned that the man died from at least one gunshot wound and critical detail as police are still on scene here on the 5,000 block of eppling lane in south san jose near blossoms hill and 101. this call came down at 9:39 last night. whoever called 911 knew the man who died. the man was in his 20s and he was inside the house and there was no sign of forced entry. police arrived on scene and they found him dead inside the house. along with more than several quote marijuana potted plants inside the house. they would not say if the marijuana was a grow house or how it was situated in the house they would only say there were some potted plants inside the house. now as we learned this new detail about the gunshot wound, they say that the man did have a right to

i'm frank mallicoat. the city of richmond is just one step away now from giving minimum wage workers a big raise. in fact, as cate caugiran reports, richmond is about to do what no other city has done in the entire country. >> reporter: minimum wage workers in richmond one step closer to a happier paycheck. >> with the economy today and the prices of food and people doing transportation, it's very important. >> reporter: in a 6-1 vote tuesday night, richmond city council gave the thumbs up to boost minimum wage to $12.30 an hour. the ordinance is still one vote away from becoming a done deal. in a city where 18% of the population lives below the poverty line, residents call this much needed if not overdo. >> hardly any opportunity around here. so opportunity, everything will balance out. >> everything is going up price-wise. you look at if you have children, what you have to buy for the children. nothing is cheap anymore. >> increase to 12.30 is perfect but we need to increase the amount of home ownership

i'm frank mallicoat. >> i'm michelle griego. time now is 6:00. >>> let's check in with liz with the traffic alert. >> we are getting a few more details about this water main break impacting the city streets in san francisco. in fact, we are getting our first live look at how much water is actually coming out. this was a tweet taken from a photographer on scene. you can see that it's almost completely flooded, that intersection. the break happened on the 700 block of waller street but it sounds like other streets in the neighborhood are also impacted as the water is flowing downhill. so scott and haight streets also impacted again. this is in the lower haight neighborhood of san francisco. but fire and water crews are out there now. and we're getting some video of this scene as well but again avoid the area of haight and scott in the meantime. also, there is a crash coming in now approaching the dublin interchange. it's westbound 580 before the 680 interchange. it sounds like lanes may be blocked. traffic was already slow anyway

i'm frank mallicoat. >> i'm michelle griego. time now 6:00. >>> breaking news in san jose where an early-morning house fire has sent two people to the hospital. the fire began about 3:30 this morning at a home on aetna way on the city's east side. firefighters told kpix 5 they now consider it a crime scene which is standard procedure when a cause is not clear. they say two people initially were unable to escape the home and were badly burned. >>> let get you out the door with traffic and weather. liz? >> reporter: we just took a call from a member of the kcbs phone force alerting us to a problem on highway 4 westbound so the accident, it was an accident, happened approaching lone tree. and you can see the delays as far back as hillcrest so this is going to be a slower-than- usual ride, 14 miles per hour approaching lone tree. here's a live look at the bay bridge. this is kind of "friday light." we are not seeing any metering lights yet. almost every other day this workweek we have seen the metering lights turned on before 6:00.
