i also just want to follow up a bit on what senator franken said about minnesota. iowa in 2007, 14 years later after minnesota, i hate to admit that, but in 2007 we passed our employment discrimination on the basis of sexual orientation or gender identity for all businesses with four or more employees. prior to the passage, several cities had company policies protecting gay and lesbian employers from discrimination. iowa shows concerns are not born out by actual experience. one ocht complaints is about costly litigation. last year of 1,539 total employment discrimination complaints to the iowa civil rights commission, only 74, 4.8% were based on sexual orientation and only 14.9% were based on gender identity. again, not an explosion of lawsuits based upon a law that we just passed in 2007. i think, again, that bears out that this idea there's going to be an explosion of litigation just isn't born out by our experience in iowa. what do you say to those that say identititle vii is enough? we've heard that criticism that this bill is an attack on the religious liberti

franken: madam president, i'd like to the senator from alaska and the senator from rhode island.esident, i'd like to emphasize the need to pass a long-term reauthorization of this surface transportation bill. it's time for congress to do our job. thanks to the leadership of senators boxer and inhofe, this body passed a bill with 74 votes. actually it probably would have been 76 votes. senator kirk is back at home recovering, and we wish him very well. and senator lautenberg couldn't vote that day. i think he was at the funeral of a friend. it would have been 76 votes. unfortunately, our colleagues in the house were not able to pass a comprehensive reauthorization bill and were only able to join a conference committee after passing yet another short-term extension. i'll repeat myself, it's time for the congress to do its job. as the senator from alaska was saying, my good colleague was saying, the summer construction season is now upon us. in minnesota, that's when we know we can build roads and bridges and build light rail because in november and december it gets cold and snowy.

he did that here in this town, franken muth. that is the theme of this town here.what romney has done during this bus tour. he's tried to loosen the collar and show the lighter side of his personality. sometimes that has gotten him into some trouble. he poked some fun at himself on the airplane yesterday talking about how he said during the primaries the trees are the right height in michigan. when they were landing yesterday, if you noticed when we were landing the trees are the right height. he made an odd, corny cultural message talking about the ba varian message. chicken and noodles. some people in the press core were scratching their heads, chicken and noodles. during the speech he took a self-deprecating tone talking about how he's not the best public speaker trying to draw the contrast a little bit with the president who is, as he said, pretty eloquent. here's what romney had to said. >> you're not here because i'm some spectacular speaker. y'all know better than that. you're not here just because the republican party is the answer to all things. you know b
