guy johnson is live in frankfurt. most anticipated rate decisions in recent history. what can we expect? well, i think we can expect something, ryan. mario draghi made a very clear last month that the governing council was comfortable taking action. the question is, what form of that action take? some sort of rate cut is likely. the question is, how far will they go with the deposit rates? it is likely to be pushed into negative territory, but how far? if they push it too far, it could have unintended consequences. they have to be consequence -- cautious with that one. we are likely to see liquidity measures, probably designed to support sme's. there are problems due to the nature of the low rates at the moment. if he were to do a funding for lending scheme, you have a bit of a problem. the rates are so low that you cannot offer much of an incentive for the banks to lend to medium-size companies. maybe that will not be on the table. maybe we will just see a very long-term refinancing operation with even more liquidity

jeff cutmore is in frankfurt, germany, and has more on those moves by draghi. >> reporter: what we saw today was classic draghi at the ecb. a little bit of jam today and a lot of jam tomorrow. so let's talk about the details today. the key moves were in the interest rates. that ultimately now sees a negative deposit rate here in europe. the other big announcement was related to what they call ltros. these are longer-term funding programs. it's a way of squeezing money into the banks to try to encourage them to lend into the real economy. and credit expansion is the real issue when it comes to europe at the moment. so those were the two major points. the jam tomorrow really relates to full-blown qe, or some kind of bond-buying program. mr. draghi didn't have much new news on that. he effectively said they are still working on a program. but we know given the european central bank's mandate, deciding which bonds to buy is the real dilemma. so work currently being done. as far as the package is concerned, mr. draghi said this is not it. there is the potential for more to be done. >> we th

thanks for joining us this morning from frankfurt. it's hard for normal investors to price in geopolitical risks because there's so many unknowns. how do you even begin to think about that or can you? >> yes, when we think of geopolitical risk, the first thing to remember, it's a tool we use in a broader fundamental framework. we try to understand what things are fundamentally worth and invest accordingly. unlike most of the cold war period which was geopolitically stable, we have a geopolitically unstable environment. in this environment, we have to use game theory so understand the negotiations of leaders and how they might use their powers in the negotiation and how that might influence financial markets. that's very important today, for example, in europe with the european parliamentary elections just having passed, now the ecb making decisions later this week. >> yes, are those more important to you now than events in ukraine? you talk about obviously we're negotiating in ukraine, there's a cause of risk of mood ahead of the elec
