i'm the national second vice president of the fraternal order of police, the largest law enforcement labor organization in the country representing more than 33,000 rank and file law enforcement officers in every region of the country. i'm here this morning to discuss our strong opposition to s. 1670, the end racial profiling act. i want to begin by saying that it is clear that racism is morally and ethically wrong, and in law enforcement, it's not only wrong but serve no valid purpose. it is wrong to think a person, a criminal because of the color of their skin, but it is equally wrong to think that a person is a racist because they wear a uniform and a badge. this provides a solution to a problem that does not exist unless one believes the problem to be solve sudden that our nation's law enforcement officers are patently racist and their training is based in practicing racism. this notion makes no sense. especially to anyone who truly understands the challenges we face protecting the communities we serve. criminals come in all shapes, colors, and sizes, and to be effective as a law

well in philadelphia the fraternal order of police a lot of cops want to be the president of the union and they have elections and these elections are run just like any other political election they are based on money a lot of advertising goes into these elections and those cops don't pay for that advertising out of their back pockets this advertising is paid for by corporations banks financial institutions subsequently when you're elected you are beholden to those financial institutions and when i come out condemning these financial institutions if the president of the fop wants to get continuing contributions he better pay heed to the banks really were you surprised i know that you said you were expecting to encounter this on a small scale but i mean were you surprised that the very thing you were protesting about happened to you on a micro level where you saw this complete on accountability and you know any in your own force i mean the thing that you were out there protesting about happened to you in your own community yes i was taken aback a little by that especially when i got the

the defective landing gear and the passengers are finally back on their way to tulsa the fraternal order of police is accusing mayor emanuel... of avoiding to pay overtime to chicago police officers... who worked during the "nato" summit. wgn's frank holland has more. the city said that it will make cash payments to officers working overtime during the nato summit but there is still a dispute as to how much time they are owed ... they handled protesters and traffic and other duties and the city received high praise for its handling of the international event but the police union says that the city mishandled the scheduling of the officers ... the union also says the collective bargaining agreement was violated restricting officer vacations during the month of may and not allowing for compensatory time ... officers will be given the option to get that time ... the officers put a statement on the web site that seem to complain about the short changing from the mayor ... these issues will likely be on the table during the ongoing negotiations between the police union and the city the contract expires

police when he refused to stop by it took multiple shots. that is leading to the descriptions of what seems to be super human strength. armando aguilar, president of the fraternal orderw questions in a moment. elizabeth cohen, our senior correspondent, looking in the bizarre effects of bath salts. let me ask you, what are bath salts, can you explain what they are and can they do things like appear to happen here where this man was literally growling, acting like a dog? >> erin, bath salts have nothing to do with the bath. they are not bath salts, it's a name that they were given. and they are amphetamines, often one of many different drugs, these are chemicals that people make sometimes in their own homes. these are man-made sort of home-made kind of recipes and sold sometimes in places like gas stations, it used to be legal because they were new chemicals. now they are illegal. not everyone who uses bath salts will have this effect, that is obvious. but it can have this effect for several reasons. it's a stimulant, kind of like meth, kind of like ecstasy, several things go on, one, people start to hallucinate, become psychotic and two, sometimes they don't feel pain

of the officers being honored from this area. his name is now engraved on the memorial to fallen police officers in the nation's capitol. it's called the fraternal orderhe president there walking with ribbons in his hand. the event started about a half- hour ago. obviously, well attended but a very somber event for the president. later on, he will be heading down to -- la galaxy, the event there welcoming tell -- welcoming them to the white house. it looks like they will be -- it looks like a star -- >> and ribbons and flowers. >> yes. >> honoring the fallen police officers, and mock them james kapoot. >>> east palo alto police are searching for three carjacking suspects. this allegedly happen last night on daisy lane. police say one suspect had a handgun. the other one had a stun gun. then the suspect the drove off in the 2004 silver jaguar. now, the suspect is described as a latino man, the license plate 6 uvw 915, of the stolen vehicle. >>> activists will be calling for police reforms in a rally tonight. they will demonstrate in front of berkeley's council meeting. councilmembers are said to be sloating on police policies. the group that calls itse

we spoke earlier today with the fraternal order of police and he said the results of the toxicology tests. so until then, it would be speculation. however, ortiz did mention that this type of incident has become more and more frequent in this area. they referred to an incident with a different man that oconducted not long before an attack. ortiz said in that case a man under the influence of lsd was attacking another man and ortiz said it also took nine officers to subdue him. ortiz went on to say the subject in that incident also ripped off his clothes in this more recent incident. so there's a lot of speculation about whether it was any sort of drugs. it could have bn bath salts, lsd. but until the toxicology report, we won't know for sure. >> what about in this attack we talked about on the bridge, how is the victim? >> the victim we know from sergeant ortiz is actually in the jackson memorial hospital, still in critical skn. he did not reveal the identity to protect the identity of this man, however, some local media have identified the victim as ronald popo, a man who had been homele
