i want to go to fred pleitgen, who is in moscow for us this morning. fred, tell us the latest.t's new sanctions on 16 government officials as well as 4 putin insiders coming from the white house? >> reporter: yeah, yeah, you're absolutely right. good morning, poppy. it's new sanctions against a lot of vladimir putin's inner circle. they certainly hit much closer to home to vladimir putin than that first round of sanctions, and you can see that the reaction from the russian government has been one that's been far more sensitive than we saw before. first of all, you obviously had counter sanctions by the russian federation against nine u.s. officials, including, as you just noted, john mccain, who seems absolutely devastated by being on that list, as did john boehner, who is also on the list as well. but the russians are also saying, at least some of them who are on this list, that they are bewildered by this. the russian bank, rasea bank, who is also on that list, is scrambling to make sure people who do banking there are able to get their money. visa and mastercard abroad have

the latest from moscow let's talk to fred wear and where does signing the treaty leave crimea's status well, this is one of those days when history just seems to go into overdrive and by the end of the daylight here crimea will be part of the russian federation. putin will speak to the joint houses of parliament in a couple of hours and he will introduce this draft treaty to them and apparently they will go to the kremlin and in the presence of the representatives of the crimea republic which is now in moscows eyes an independent state and free to choose its own partners, it's own direction, will sign this treaty together with its partner sovereign state the russian federation and it will be a marriage. crimea will become part of the russian federation as an atonomuos part of the constitution and there will be a fireworks display and that will be done. >> reporter: all of this, fred, just i guess drawing everyone's attention to how little effect all the western pressure is having on putin. >> well, indeed, the western pressure may be speeding him up. there is a sense that, i mean certa

c-span: who is fred fisher? >> guest: fred fisher was a lawyer who worked on welch's staff who had, in student days, been a member of the national lawyers' guild, which was a communist front organization, and the information appeared in the new york times a couple of weeks before. welch had decided that it was--not make sense to have fred a member of the staff, because he knew that mccarthy and cohn would probably make an issue out of it, and he and roy cohn struck a deal, secretly, before the--before the hearings opened, that if mccarthy and cohn would not mention fred fisher and his communist affiliation as a way of discrediting joe welch and the army's case, that they would not bring up roy cohn's rather suspicious draft deferment that had gotten him out of the korean war. it was a mutual agreement: you don't bring up an embarrassing episode, and i won't mention this one in exchange for that, and cohn presented the terms to mccarthy; mccarthy said, 'fine.' then later on, when--when welch was running--was need

our fred pleitgen is in moscow this morning with all the latest developments. >> reporter: yeah, good morning, john. it seems like john mccain is absolutely devastated by those sanctions against him, judging by his entry into twitter there. but you said it, the russians at this point are cementing their grip on the crimean peninsula. as we speak right now, the russian upper house of parliament is in session, and it's continuing that vote that will ratify that treaty between itself and the crimean peninsula. after that, it needs to get signed by vladimir putin, but that really is nothing more than a formality. so, even with these new sanctions happening, certainly, the russians are showing no signs of being deterred. however, we do have to say that this new round of sanctions, very tough sanctions against vladimir putin's inner circle is having more of an effect than the first round has. certainly, there's more of a climate of uncertainty among the business community here, there's a lot more anger that you can feel among russian officials. that's also portrayed in the fact that they di

fred, what are you hearing? >> reporter: very significant vote that happened there in the upper house of russian parliament. the vote as you said was unanimous, 89 of them for for the motion, zero against. the big question now, vladimir putin has the authority to send russian forces into ukraine. the big question now is, is this something they have done in retrospect or are the russians going to start sending forces right now. as you know, there have been reports in the past i would say 18 to 24 hours, especially from the ukrainian government, who said the russians have already flown forces into the crimean, into southern ukraine, which is the predominantly russian territory of that country. they talk of up to 2,000 forces potentially even up to 6,000 forces that might already be on the ground there. and also, the regional government there which is also pro-russian, has said that russian forces that are part of a military base that russia has in that region anyway are already helping them secure government build
