i appreciate chairman fred upton who worked with us, saying that was not his intention and so basically, i see this as a technical amendment to resolve some disagreement among lawyers. and so with that, i reserve the balance of my time. the chair: the gentleman reserves the balance of his time. for what purpose does the gentleman from new jersey seek recognition? mr. pallone: i rise in opposition to the amendment and claim time in opposition to the amendment. the chair: the gentleman is recognized. mr. pallone: the nation's spectrum is one of our natural resources. one spectrum auction raised $40 billion. it is imperative to continue management of this asset, but we must follow regular order and that is the only way we can make sure we can maintain proper congressional oversight. this amendment was made public one day ago. this process runs counter to our successful bipartisan efforts. it does not allow the relevant agency's to weigh in or stakeholders to provide meaningful input. i appreciate my colleague's efforts to improve this effort but these are important. earlier today when the
