it was this unjust law that agitated frederick douglas who was a resident of the state of new york in the period. black men in places such as pennsylvania and new york had complained of the disadvantage for decades and continue to agitate against the injustice throughout the war. they tied the right to vote to the service like men were rendering to the union cause on the battlefield. frederick douglas's argument that the black man could not be denied a political voice was he had donned the union blue and have risked his all for the cause resonated with black men across the country. southern black men freeborn and free did not wait for their right to vote. indicative of their efforts is a petition signed by 1000 black men delivered to lincoln in 1864 requesting they be allowed to register. they were residents of new orleans and many members of the relatively prosperous free black community. their wealth and education, the product of generations of freedom and privilege as a consequence of their intimate collection with a long-established european families and i mean these were the sons

one on florida avenue in southeast d.c., a man was shot on frederick douglas place. molette green has more on the violent night. she is at police headquarters. molette? >> reporter: yeah, aaron, two shootings as you mentioned coming just hours after the police chief's latest appeal to the public to help put an end to this wave of violence in the city. d.c. police telling us the man shot in southeast was hit in the stomach, was conscious and was breathing when he went to the hospital. no word on suspects. police scoured that scene there in southeast d.c., frederick douglas place where all of this happened. then around the same time, another shooting in northeast on florida avenue. that victim was conscious and breathing when they found him. we had a chance to look over the numbers that d.c. police put out about the numbers of murders this year alone. 94 in the capital city compared to 72 last year around the same time. d.c. police say they have made some progress in arresting suspects. >> well, we'll check in with molette throughout the hour. >>> police in northwest d
