frederick douglass. i asked the librarian could i look, is it really frederick douglass? she said, yes. i guess because i was the new library and said, yes, hon. i didn't think about that later. i pulled out a random box and a random file, and it was in his own hand about the assassination of abraham lincoln. my family in springfield, my relatives are buried in oak ridge. so i grew up with that. you could see the emotion because he wrote, he was killed, assassinated, murdered. it was coming through the ink the way he was doing that. for me, that was like one of those serendipitous, pinch me moments. i did not know how serendipitous it was until later when i wanted to photocopy and use it for something and i had written down the file box and the file folder numbers, and i asked for it and librarian came up later and was looking a little sheepish. i said, what is going on? she said, well, that file was misfiled. it was supposed to be put back into a different box. so that is the kind of thing that serendipity is finding connections. so we are digitizing a lot of that unique material. susa

frederick douglass prevention act. we worked with the great, great, great grandson of frederick douglass and put a big emphasis on some of the prevention pieces like making sure that our children are situationally aware k-12 as to what it looks like, what toe, be on the guard for. if you see a friend who may be be enticed with drugs or something, that you immediately get to that principle or your teacher and trained in as well and hhs and ten offices and others all have very good curricula on how to come and i would hope in when hearing this hearing in the school would look to say, let's have an antihuman trafficking couple of days and really bring in someone who is a survivor who can really spend e some time with these young people, the students, and that will make a difference as well. i do believe this is a pivotal time to be focusing on human trafficking as u.s. faces crisis at our southern border. as result of countless victims especially women and children being exploited. while traffickers to get any of the chaos with expiration of title 42 last night i think it's now more important than ever that we examine what can andn must be done to stop this crime and rescue and tangibly assist these victims. i talked to one present, , this was guatemala and suggested to me that about 80% of these young women makingg their way to the border to the united states are such assaulted somewhere along the line and wess don't know how many then, particularly unaccompanied minors, the "new york times" put that number at about 85,000 or we don't know where they are. that they are just easy prey for these predators. we have got to do so much more. let me just say briefly and then conclude on this, in 2015 i chaired a congressional hearing to the net accuracy and accountability with designating tier rankings pursuant to the tip report. egregious violators -- it was one person broke the story, without there's a problem but then reuters interviewed peanonymously a number of people at tip who had made strong recommendations that china, cuba, malaysia, oman, 14 countries andnd all, be tier three. we went up the chain at the state department for other reasons disconnected from r trafficking, all of a sudden they got passing grades. i said at the time, i did three hearings within a space of two years, one of them was called get it right this time, a big considered trafficking in persons a report, and the points that the credibility of the reportth itself is one of the mainstays of the tvpa and all of her efforts. of course only other programs are important as well. it rests on accuracy. so the tip report gets it accurate but then in country look at this. i remember even tiling the upset the malaysia was getting a passing grade, even though on forced labor they had been, horrible things happening and even the european union i believe it was gave them a red card as a call because it was so bad. we must get the report right. no fudging, no favors to nationstates and other agendas. friends don't let friends commit humorous abuse but if our best friends are doing it wheeled into a cabinet if we are doing if we hold us to account. it's all about the victims. inflation for certain countries undermined the credibility and i believe it really demoralizes the vacant and of the human trafficking advocates as well as countries trying to improve their record. in the coming days up when reintroducing the frederick douglass trafficking humans prevention protection act which is been significantly informed by survivor input and includes a survivor apartment approach to victim services. the bill would strengthen and expand u.s. at a trafficking programs including ramping up prevention and protection efforts against the trafficking of children and a look forward to work with my colleagues and again i thank you for being here and i would like to know you to my good ms. wild, by ranking member. >> thank you, mr. chairman. thank you all > for being here. i appreciate your willingness, mr. chair, to call the truly important hearing today. let me begin by addressing the extraordinary witnesses who aree here today. thank you all for your steadfast dedication to taking on the horrific scourge of human trafficking. several of the witnesses here are themselves survivors of trafficking. by dedicating your life to ensuring that others do not experience the inhumanity that you did, you example five the forces o
