i'm fredricka whitfield.ks so much for watching our special coverage continues with a ana cabrera after this. >>> cnn newsroom, i'm ana cabrera. thanks for being with me. harvey has been downgraded to tropical storm and officials warning the worst is yet to come. the center is hovering around victoria, texas, that is southwest of houston. it is packing strong winds just below hurricane strength. but right now the major concern is torrential rain and flooding. the national hurricane center warns there will be catastrophic and life threatening flooding. the governor says some areas have already seen 20 inches of rain and another 20 to 30 more could be on the way in some places. harvey took down trees, power lines and knocked down buildings. officials say nearly 300,000 people are without power. rockport, texas, a coastal town about 10,000 or so, was among the hardest hit areas overnight. the mayor there ominously warning anyone planning to ride out the storm to write their name and their social security number

fredricka. >> gridlock. really looks like a mix of -- vehicles that just got stuck, because they can't get through. you know? the impanel portions of i-45. at the same time, turned into like a boat ramp. with those who came out with vehicles to launch their boats to assist in those rescues and the governor was talking how much people would oui rely on the good samaritans who have the right kind of ap ratic in which which -- at r- which-apparatus, and we'll head further up in the houston area to a suburb known at sugarland. just southwest of downtown houston. very, you know, highly concentrated residential area, but what are we looking at right now, palo, where are you? >> reporter: some residences you'll see in a minute. first, i want to show you the bayou in houston right off the interstate. usually a small creek. you can see what it looks like today. this is really what is fueling concerns of flooding, and off in the distance you're able to see a coast guard helicopter we've seen circling the area and hove

i'm fredricka whitfield. we're following breaking news out of that city where thousands are marching against hate. the city is also preparing for possible violence if, indeed duelling demonstrations turn out to go the direction that nobody wants it to go. this morning boston mayor marty walsh met with counter protesters at one points, hugging a black lives matter leader and then tweeting this i ask everyone to be peaceful today and respect our city. love not hate. we stand together against intolerrance. we have teams on the ground. there are duelling demonstrations. i think everyone is learning as we go what is being represented by these duelling groups. we have one group that says it's marching in the name of peace and unity. another group that says it is demonstrating in the name of free speech. so let's gets to cnn's sara. >> reporter: two things. we're standing with this man who moved from trinidad. we have a crowd coming our way boston common right behind us. this crowd has been marching. they are with b

i think it's interesting to note, fredricka, that they're in boston. so far we have peaceful rallies. everyone has the right under the first amendment to free speech. as long as it's peaceful. law enforcement have a huge job in front of them. it's very important they keep their community safe and protesters safe, and very importantly we have to keep our police officers safe as well too. it is a huge undertaking but if everyone there cooperate, exercises their first amendment, but do it peacefully, it will make for the end of a good day and hopefully we don't have the tape of re-enactment of what we saw last week. >> i know you're not a member of the boston police force but i know you have friends. i'm wondering what you believe they may have learned to prepare for today, what they may have learned from one week ago and the way in which police handled charlottesville, virginia, and what their response was as to how public safety was handled there versus what could be unfolding today. >> boston is one of our american cities over history that have seen a
