we had to leave the fremont b.a.r.t. station and these buses are actually parked over on the side street. we're in front of washington hospital right now. in fact, the first bus, the first bus full of passengers just left the station. it was supposed to be 5:00, but it's just past 5:30 right now and the first bus just leaving, a couple empty buses now being rerouted at this point because there's six buses out here. and only enough passengers to fill one bus. the chartered buses began arriving at 4:15his morning. the buses will take you to the west oakland b.a.r.t. station, and from there you'll have to jump on another chartered bus, which will take you into the city. you cannot drive to the west oakland b.a.r.t. station and jump on one of those buses. you have to have a special ticket obtained from one of only four selected b.a.r.t. stations with this bus service. the other stations with chartered bus service are el sorritos, walnut creek and pleasanton. first-come, first-serve basis and no standing. we ran into a couple

we're in fremont continuing the story. a lot of people didn't know where to go. >> reporter: you're right. usually at this time of the night you do see people here at the fremont bart station. but take a look. no one in the parking lot. and just as weird, no one going in and out of the terminal. and up on the platform, it's quiet. but earlier tonight there was a lot of frustration and confusion from commuters not knowing what to do. >> i'm not able to see them. >> reporter: rodney usually rides to see his family in castro valley and liver more. >> i've got cancer and i'd like to see them as much as i could, and i can't do that. >> reporter: the fremont bart station is the closest one to the south bay. today a lot of frustration. >> where's the bus? which way do i go? >> reporter: that's the question transity operation supervisor heard all afternoon. instead of hopping on a bus at the bart terminal, riders had to go to a nearby street to get on one. that led to confusion. >> when you take them out of their environment at ba

they can catch a bus in fremont.ne de la vega is live there to explain how many buses are being put into service and how long this commute is taking for some riders. janine. >> reporter: we're here right on civic center drive. and there is no line. the only wait that people have here they are waiting for people to come [ inaudible ] there is some bart employees helping to direct traffic. it has taken these buses for the last two days and taken about 1.5 to 2 hours to get into san francisco from free on the. the first bus left shortly after 5:00 a.m.. the buses are located about a half a lock away from the fremont bus bart station. things have been running smuttily. bart has been monitoring which cities have had the most need and placed more buses there. so here in fremont they have ten buses. in walnut creek there is 20. at dublin there is ten. and west oakland they have 32. one commuter told us despite having to get up early, she is pleased with the charter bus service. >> i think it's wonderful. the service is real

this is the fremont bart station. one of five stations where charter buss will be picking up passengers. again they are free but the seats and space on there they are limited. as charter bus service gets under way in fremont, more charter buss are being sent to contra costa county. alex savidge is live in walnut creek. and you're saying you should get there as early as possible. right? >> reporter: yes. they saw huge crowds here. people trying to get on these charter buses. that is why people did arrive very early this morning. some people told me they got here at 3:30 this morning. and now you can see they earned themselves a spot on one of the buses. here at the walnut creek bart station things were so packed they saided seven more. that means a total of -- no trains are in service. bart is returning a total of 80 of these buses picking up from number of stations all across the east bay. all of these buses can only handle a small fraction of the normal number of passengers that bart can handle. that is 4,000 or so c

passengers are dropped off in downtown san francisco at fremont with extra stops beginning at 3:30 this afternoon. the bart strike promises to make the bay bridge toll plaze a parking lot. and now from oakland. cornell? >> we are seeing that, the commuter crush is on, bay bridge toll plaza is backing up into the maze mostly in the cash-paying lanes but we have fast track lanes, paing up, too, and folks are angry with all the lanes open including car pool lanes. i talked to caltran a short time ago and it is all hands on deck and extra toll takers have been brought in early to prepare for the crush of cars expected to come through today. that is exactly what we are seeing because bart trains are not running. if you do not usually drive to work the doll is $6 until 10:00 a.m. and it is back to $4 until the afternoon and carpool lanes are the best option. the metering lights are on. they came on 30 minutes early and traffic reporter leyla gulen tells me this kind of backup is very unusual to had 6:00 hour. a lot of drivers are honking and expressing their anger. a driver had to get at 3:15
