thank you to ambassador froman for getting here on time. welcome to the cato institute my name is dan ikenson i am director. herbert a. stiefel center for trade policy studies. i want to welcome you and people who may be watching through our live stream or who may be watching via c-span on c-span 3. i would like to suggest that if anybody has commentary or questions, especially for ambassador froman since he is not going to have time to take questions after his address, to post them on twitter and use the hashtag #catotpp and we will do our best to respond to your comments or questions and maybe post a blog post tomorrow or next week to be responsive to those. so the title of today's event is "should free traders support the trans-pacific partnership?" that seems like a rhetorical question to many i imagine. of course free traders would support the tpp or free trade agreemen agreements, but it's a little bit more complicated than that. free trade and free trade agreements are not the same animals. and we are going to get into those distinct

ambassador froman brought home the tpp agreement last fall. and it was signed by the parties in february 2016. and if it is to be ratified this year, implementing legislation will need to be introduced very soon. so without further ado, to discuss those plans and why the tpp is a good deal for america, please help me welcome ustr ambassador michael froman. [ applause ] >> thanks very much, dan. i feel a little bit like one of these isn't like the other. coming from the administration here. there are a number of things obviously we don't fully bring on. but i think here is an area where we might well agree on the importance of moving this forward. so i welcome this opportunity and thank dan for the invitation and the opportunity to meet with you. and i am delighted to see one of mir predecessor here is in the front row here. and one of the great things about this job is how bipartisan it is. and i've gotten great advice and support from all of my predecessors, and i'm very grateful for the ambassador for being here. i want to thank the trade te

froman: thanks very much, bill. it's an honor to be here, talking about the importance of u.s. leadership with this distinguished group. i think the title for that previous session of multilateral cooperation in a turbulent world seems to be particularly timely at the moment. in many parts of the global economy, growth is uneven and weak. in china, progress on reform seems uncertain. russia and brazil continue to face headwinds and in europe, between the migrant crisis, the lingering effects of the financial crisis, the rise of euro skepticism, and now the vote by the british people to leave the european union, these are turbulent times indeed. one of the greatest concerns we have is in the last couple of years, global trade has slowed. rather than driving global growth, trade is growing at a slower pace than the economy as a whole. a revival of international trade is indispensable if full employment is to be achieved in a peaceful world and with standards of living which will permit the realization of man's reasonable hopes. those are not my words. those are the words of the e

together with ambassador froman, we made clear that removing regulatory protection is not an aim of these negotiations. we are also make clear we want a system to protect investment that is clear but also regulates the freedom -- guarantees the freedom to regulate. and we have been united behind the principle that ttip should not change government's ability to provide health care or education or water or all of the above. we have agreed that ttip must protect our values around the world when it comes to labor and the environment. if we want negotiations to succeed, we have to continue to adopt and continue the dialogue with stakeholders. so that is one response to popular concern. but also if you want people to support this deal, we have to create real economic opportunities. we have been negotiating this now for three years. we have come a long way. we can begin to see the outlines of what ttip will look like. but we still have a lot of work to do. and to meet our target at the end of the year, we need to work a lot more. and we are ready from the european union to do that. we're prepari

so i had the possibility yesterday to meet with ambassador froman and we jointly agreed and this is also backed by 28 countries that the rational for doing ttip is as strong today as it was on thursday. maybe even stronger. and the reasons why we chose to embark on this is still there and we will continue to -- to talk, to negotiate, and we had the possibility yesterday to go through a lot of different items and to prepare for the next round of negotiations that will take place in brussels starting the 11th of july. we are committed to this trade agenda. we are negotiating with a lot of other countries as well, not only ttip and we will do whatever we can to make sure that we make as much progress as possible, the coming month, if possible concluded before the end of the obama administration, that is still the plan. and that has not changed even if the referendum is there. and as i said, the brits are still with us and we are negotiating them. and that was confirmed yesterday by member states. now, i'm sure we'll have possibilities to discuss this in the q & a and in the panel. back to n

well, that is what ambassador froman delivered. that is what they came out with.declared that insufficient and says i need more, she's set herself a much higher hurdle than, for example, bill clinton faced when he was going to reverse himself on his nafta opposition. so she's already ruled that out. addressing things such as rules of origin on autos, these were key elements of the agreement. that was a big part of what japan thought it got out of this agreement. so that would involve really opening things up completely. this is not a minor addendum. the other real problem, i think -- so two problems that secretary clinton would have were she to ascend to the presidency. one of them is that she would likely be told even if, had she merged up kateed for the rest of the campaign, that, madam president, you essentially have 18 months to get done the big things that you want to get done in office. this is your time period. focus on that. does she want to make one of those things a tpp agreement which would alienate labor support? it's hard to say even that it splits th

i believe that is michael froman, our trade representative as well.rom london and new york, bloomberg surveillance. good morning. ♪ >> the united states, specifically the situation in dallas texas. i've been updated throughout the morning and evening in dallas. i spoke this morning with mayor rawlings of dallas to convey the deepest condolences of the american people. i told him that the federal government will provide whatever assistance dallas may need as it deals with this tremendous tragedy. we still do not know all of the facts. what we do know is that there has been a vicious, calculated and the despicable attack on law enforcement. police and dallas were on duty doing their jobs, keeping people safe during a peaceful protest. these law enforcement officers were targeted and nearly a dozen officers were shot. five were killed. other officers and one civilian were wounded. some are in serious condition and we are praying for their recovery. rawlings, iyor believe i speak for every single american when i say that we are horrified over these events

but in the absence of fixing those issues -- - and ambassador froman indicated this morning that they're working these issues, and i am not sure what it means. they're going to have to work them harder or there is no chance what so ever that this agreement would be approved by congress between now and the election. i still think the chance is between slim and none. never the less, the administration is really trying to be a part of the president's legacy they need to get off their der reyars and get these changes done. the next question is can you get approval of ttp in the lame duck session. that's an interesting question, because it may depend a lot on at the election outcome and not only the presidential race but in the senate and the house races between now and then. normally, i would say that there would be little chance at all of approving tpp or any trade agreements in a lame duck session because it's too short. how do you take up of complicated issues in a session that's that short? members of congress have just gone to tough elections cycle, they're tired and they want to go hom
