the frontier was the immediate thing. the tribe that was featured in most of the stories there were a lot of wichita in a bunch of other tribes in texas even like the apaches but the tribe that you always heard about were the comanche i don't know about you but in my depredations bringing they were something or a word that occurred in the john wayne movie old -- always a code word for danger. that is the comanche arrow. always like that. you did not know why the comanches were bad. but they were bad and they were very bad folks. there was a remembering of the past going on in texas that got me interested in this story. but it is not just the remembering of the past but also for getting. simultaneous and contradictory revelation. although they were playing off almost everybody else had forgotten the average texan talk about the fastest-growing state 500,000 people per year coming and coming from illinois and mexico they don't know these things. my daughter did not know these things. she grew up in texas and she is 19. in 1

there were other frontiers never before believed to be approach able. for many, many thousands of years, people had looked up and wondered and been curious about what was up there. we must consider ourselves among the most fortunate of all generations, for we have lived at a time when the dream became a reality. when we finally could travel above the atmosphere around the earth where we could establish laboratories in space, and do research and, for the very first time in history, leave human footprints on some place other than earth. as neil, buzz and mike made their epic journey. the message they left on the lunar surface could be said of all our manned space travels. we came in peace for all mankind. these dreams were brought to life by one of the most dedicated and capable teams ever put together. workers, technicians, engineers, scientists, honored as we are today. we certainly share this recognition with that great team. almost 50 years ago, following the flight i was privileged to address a joint session of congress. and i closed my remarks then

we have an idea of frontiers people going off on their own. we have a communal frontier. to be the pattern all across the country. the other thing that became a pattern all across the country was what they did to the landscape when they settled a new community. basically they cut down the hardwoods. there is a hardwood forest from the highlands of nova scotia to minnesota when the first americans, immigrants arrived and i was eventually flattened, shut down. and why? were they just terrible people? no, they had no money. and if you cut down one water and turned off the top growth of the twigs and all of that and burnt it, you could produce hot ash but she then produced until you formed a rock candy and those crystals of hot ash would then be sold for cash to the english perfect citizen and a textile industry to make sulfuric acid, et cetera. but for now i have found ways one large on tree produce enough cash to buy two acres of land. so the frontier people would cut down enough timber to buy a little more land and cut down a little more land. you get the picture. they use

symbolically, white was the new frontier personified. young, physically vigorous, brilliant, committed to family and public service. politically confirmation was a snap. as deputy, white charmed the senate judiciary committee when he presented his judicial nominees. his confirmation hearing lasted only 90 minutes. and he was confirmed by voice vote that afternoon. compare and contrast, as we say in higher education. the hearing produced a telling moment to those paying attention. a senator asked white whether the supreme court legislates. he replied, "i think it is clear under the constitution that the legislative power is not invested in the supreme court. it is invested in the congress. and i feel the major instrument for change to the laws in this country is the congress of the united states. the business of the congress is that of changing the law." afterward, a reporter asked white to define the constitutional role of the court. his reply was chilly. to decide cases. a bystander later recalled his statement was both a brush-off and
