the ftc is serious. state actors are serious about taking aggressive action against those people that are initiating these unwanted robocalls. so, there's more work to do, but the fcc, ftc, state and industry partners, we are all committed to taking action. we hear from consumers what a problem this is. we also understand the scope and nature in terms of how difficult it is for us to solve it but we're committed to moving forward. so i welcome today's event and the additional ideas and areas for action that it's identifying. and with that, i will move off the stage and let the true experts on this continue the really productive discussion. i do look forward to seeing the continued efforts of these types of groups in seeing where at the fcc we can continue to take action to protect consumers. so, thank you. the ftc enforces u.s. antitrust laws in many sectors that directly affect consumers in their pocketbooks, such as health care, consumer products and services, technology, manufacturing and energy. the ftc is well aware of concerns about the size and reach of large technology companies and their growing importance in consumers daily lives. the commission will continue to scrutinize tech mergers and conduct by tech firms to insure not only consumers benefit from their innovative products but also that competition thrives in this dynamic and highly influential sector. going forward i plan to think critically and deliberately about the commission's near and long-term enforcement and policy agenda. today i am announcing that the commission will hold a series of public hearings beginning later this year covering issues of substantial relevance to both of our core missions. for example, one of our first hearings will focus on tomtics and consumer protection implications of the fcc's restoring internet freedom ord

the ftc said yeah.re are complicated issues that need to be unraveled. >> any of the other panelists have additional ideas for what might provide good incentives for better security? >> so just to hop in very quickly in response to justin. versus government action and changing the default settings of tort law versus having a private company that sets up standards and holds companies publicly accountable to those, it seems to me that the private sector solution, you know, unless -- unless deemed to be an utter failure and it's of course just getting off the ground i would think that that's the forum that probably makes the most sense and has the least chance of disrupting innovation and actually being an engine for innovation. so i actually think what consumer reports does is great and has, you know -- again, i think that with the ftc certainly there are some of these investigations that we understand and then there's others that we think that are just, you know -- head scratchers and whatnot. so really

we can do that right now with the ftc. tomorrow i chair a hearing with the subcommittee will have the chairman ofma the fcc and ftc sit down for a two hour conversation and i'm sure much ofof it will be on the issue of net neutrality but my encouragement is for people to listen to get the facts not emotion not looking to google or facebook or what netflix are telling you because they are competing against the other guys so get the real fact facts. we will lay the facts on the table if there is a narrative piece to be handled with new regulation i'm happy to engage because quite frankly i do think it's possible i don't see a reason why the federal government should get in the business of free speechss and tell people what they can and cannot say. keep the internet open and free and not block

this is a historic time at the ftc. four commissioners have joined the agency in the past few weeks, including myself. we look forward to continuing the agency's long-standing tradition of partisanship valley can lead to reality. we are proud of our track record and we will continue to utilize our resources on behalf of consumers. for example, in fiscal year 2017, we estimate that the agency save consumers over $3.7 billion there is competition enforcement efforts, and over 1.2 $9 billion to consumer protection enforcement efforts. let me go into a little more detail about how we carry out our dual mission. on the consumer protection side, fighting fraud is a major focus. the commissions anti-fraud program stops some of the most egregious scams and steps in to protect the most vulnerable us consumers. we also leverage our resources to educate consumers about the scams. illegal robo calls remain a significant consumer protection problem and we are using every tool at our disposal to combat them. a federal district court

they file complaints with the ftc. we don't believe in forcing solutions for which there are no problems. we go after -- we go after what consumers tell us we need to go after. right now that's robocalls. what we hope to get the most out of consumer groups and out of consumers information is actionable intelligence, something that we can -- enough information that can start an investigation to solve that problem and find that bad guy that's making hundreds of millions of illegal robocalls and our work with consumer advocacy groups has been very helpful. we've been able to say and explain, this is what we need in consumer complaints in order for us to pick it up and start the process. it had been great how receptive consumer groups have been and also working with folks who offer consumer solutions to the problems and folks like no more robe ow robo and they have interfaced daily saying hey, these are the patterns that we're seeing. those conversations help us -- help inform our enforcement efforts and make my job signif

the fcc, the ftc or the department of justice. but administration priorities change. when priorities change that's when offices have to step up and do more. you remember this, you went through many budgets, i just went through a budget and one of the priorities was getting really smart on antitrust law, privacy law. because not only do we read the papers, we know that residents get concerned when their data is used in a way that they were not aware of. were going to be there to protect the residents without regard to whether federal partner will be there. >> tell us what that looks like. when you revamp your the first elected attorney general. means it's not just a mayors appointing, your answering to the people and trying to translate their priorities and how you do your job. so when you decide to revamp the antitrust of your office how do you recruit people. >> first we started the first standalone office of consumer protection what we found initially was that residents did not complain. they were not used understanding there is an office that could step in and help

i do not know, with the ftc go by it after itself is an interesting question, they might.t depends unreasonable dictations if people really thought or had reason to believe that what they put on facebook would just be shared with friends and not whatever stupid app they were playing at the time. >> i know at the cdt office we are trying to think more holistically, i don't want to say this is solution, we want to come up with a plan that will attest time. one interesting idea that my boss talks about is still a covenant that runs with your data. the idea that the terms of service often say, you can give this to me and it will make the service better and people assume this to be the four corners of the service that you have and the crazy way that that finds is not a fair way to use the data. is there a better way to enforce the idea of what the permission means? i think some of the things that we need to separate out are the security and the privacy, to me this is clearly privacy. security is object, it is whether you can control who accesses and uses your data. privacy is a

two years ago, the fcc -- the ftc regulates the internet for two decades. the fcc decided they wanted to regulate, not the content and the internet service providers, just the internet service providers. so, the fcc in an unprecedented ruling that had already gone to court multiple times and failed, they grabbed the regulatory control from the ftc and said we will take the internet service providers and manage them and you keep the content. that is the fight we are in. it's funny to be in a conversation about net neutrality. the implication is the internet will not be free if the government is not regulated with this particular entity, the fcc. when i asked people if it would be okay if they regulated with the ftc they said that would be fine. good, that's what has been for 20 years. >> for 20 years there has been one set of rules on the superhighway of the internet. the federal trade commission. here's what i like to say to those who are trying to figure this out. most of the arguments that have come about cost increases and pay prior translation and block

as i said the trump era ftc tried to throughout these strong rules and cable companies aretr already starting to raise prices speeds.er the washington comcast recently announced that higher speeds will be available but only to consumers who purchase expenses pay tv bundles. that's way we are here because why do we want to give cable companies the opportunity to throttle prior decision we also have to realize the internet economy is so much bigger than it has ever been, that it is a job creator and an innovator. my state is 13% of our economy and thousands of jobs continue to grow every day as new applications for the internet are created. it's so important that businesses use these apps to help run their businesses more efficientlyy and continue to get access to those tools but what about an internet if the cable provider decided to artificially slow down that web site and thereby creating a disincentive for the very things that are helping to make it more efficient? we want to make sure that the fcc does its original job. what is that? they are there to promote development and adapt

judiciary committee i hope joe will bring an eye to these types of questions that we have seen from the ftc in recent years. we are here today to discuss antitrust laws and policy enforcement is to ensure that competition is the best way to unlock innovation for consumers antitrust must be applied in a fair and precise manner because the free market will always be a better engine for innovation than a government agency picking winners and losers. antitrust is the essential part of the capitalist system i am pleased it is making something of a comeback in today's consciousness but as i emphasized recently i remain concerned the policy is still more enthusiastically involved than deliberately considered and i am concerned to still be undermined by the retreats to the right into the left that events like this will help to reverse that trend. as such it is a pleasure for me to be here in the pleasure alongside senator blumenthal who has been here as you can imagine we do not line up on every issue we face in the senate but i admire his commitment a free and fair and competitive with the markets
