how will ftc provide oversight of that? >> guest: we indicated during the announcement of the settlement will be conducting a sweep of youtube channel to ensure people are appropriately designating their content, and we have every reason recently e will follow the law. >> more broadly, i believe the commission is considering changes to the children's online privacy protection act rules. can you talk a bit about why the ftc is looking into the changes and what might come out of that? >> guest: sure. we are announcing, we have announced a rulemaking under the children's online privacy protection act and the rule we enforce. the last time we amended the act was in 2013 and we undertook that review to take into account different technological developments that we were emerging in. since we did that world review and revision there have been additional technological developments. so, for example, educational technologies where schools instead of parents are getting consent for the collection of information of minors, or voice act

while the ftc is a recent settlements with facebook and google's youtube included finds that made for a great headlines, they did little to fix the core problems that fueled these companies to data abuses. big fines are not big penalties for the world's biggest companies, and as we've seen time and again when a template company can pay a fine from its gains this is not a penalty, this is an incentive. as congress, federal anti trust enforcers and state attorneys all pursue their investigations we will need to pursue remedies that reduced concentration, eliminated conflicts of interest, or send abusive contract terms against small businesses and limit capture. for example, recent scholarship has revealed that anti trust actions that separated lines of businesses are required, for ordered more patent available for public use after competitive conduct, all elected massive innovation, small business entry and economic growth. these are useful tools in the tool box for policymakers and enforcers to consider went looking to build the remedy and prevent arm. in conclusion, while some believe
