you were chair of the fulton county commission. you know the state of fulton th county's health department sometimes. do you think community centers could really take up the slack all around the country if planned parenthood were defunded? >> handel: well, first of all, planned parenthood is not the front door of women's health. not here in the sixth district, not in the state of georgia and not around the country. so it is imperative for community health centers to be able to pick up the slack. and i support more funding for these community health centers because in the state of georgia there are four planned parenthood clinics. while there are 60 community health centers. and they are located strategically around this state where low income women can have access. think about a poor woman who lives, let's just say, in south georgia. the -- in long county. the closest planned parenthood clinic for that woman is going to be in macon or savannah. she doesn't maybe even have a c car, let alone the gas to get there. so we need to build

53-47 in fulton county.tially mirrors what's happening in the rest of the race. so as we've counted more votes, karen handel has stretched her lead from the early vote in this part of fulton county, the northern, most populous part of the district. that is why, anderson, we're about two-thirds of the vote counted and the republican candidate has a lead. we're going to count the rest of the votes, but the results here tonight are going to start a very, very big national conversation. and at the moment, republicans, especially because they think they did pretty well today, turning out voters on election day, at the moment, republicans are getting more optimistic here. >> yeah, john king, thanks. back with you later. back with the panel now. david, what do you make of how these numbers are looking so far? >> when john was just going county by county, i thought it was interesting that cobb county is the republican stronghold. karen handel is actually overperforming there, what, remember, back in april, you saw 1

in fulton county, the atlanta suburbs out to the exurbs, 53-47.rmance by the republican candidate. out of 2008, after 2012, a lot of talk the republicans didn't get the mechanics of the digital age of politics. donald trump's provied late and republicans have proved they can turn out voters on election day and compete in early voting. that's a painful lesson for democrats as we move from the special elections into the 2018 climate. i want to make the button up with what i said before. if you're republicans you are afraid if you lost tonight, a lot of incumbents would retire. not saying they won't. incumbents always retire but the number of republican incumbents retiring is likely to be impacted by this tonight. that's one of the reasons republicans are very, very happy with this win. >> john king for us at the magic wall. stand by, as well. i want to bring in larry sabah da from the center for politics at the university of virginia. welcome to the program. the bigger picture in georgia, what can you tell is about what the voters were looking for h

those numbers are coming from one county, from fulton county. almost half the district is fulton county. remember what we showed you. jon ossoff, we're rounding up. 48.6% in fulton county. in those numbers i just showed you. that is the early vote. the ballots cast before today in fulton county. this is an only this is number. if you want to win as a democrat, you probably need to be right at 50% in fult on county. and 50% is your target. he is getting 48.6% in the early vote. remember the expectation, the talk from democrats was that they would have an advantage in the early vote pause of their superior motivation, enthusiasm. all the stories we're hearing. if it landed him at 48.6, his target is 50. this is the first indication we're going to get more numbers coming in. the first indication we're getting is that's not the number you want to be seeing if you're jon ossoff. >> all right. thank you for joining me. we'll be check thing with you. >> not only will it affect perceptions. it could have big implications for the health care bill. health

did they expect that he would g ahead in fulton county and ahead by a lot. >> fulton county is half of the district. it's the biggest county. the closest of a swing county of these three. if you're a democrat, your target overall was 50%. you wanted ossoff to crack 50%. we're talking 49.9%. you wanted to be at 50% of all of the votes. if you're a democrat you're saying the advantage is the early votes. we're going to run up a bigger score in the early vote. here's the problem. in the early vote at least in the in-person early vote, doesn't count the mail-in ball lots, 48.6 for ossoff. i think the expectation from democrats is you're north of 50% in the early vote, it comes down with the same day. instead they got 69 # 68.6% in the early vote. and at least from the precincts we've seen so far has had karen handle leading in the same day. as i say, the fact that cobb county disproportionately is underrepresented at this point. >> if there was a turnout effect from the bad weather today in the district, does that have any partisan implications that you could foresee in terms of what was e
