>> well, let's remember what the g-7 and the g-8 is.sically a collective of at the time the seven largest world economies, the western economies at the time, adding russia was a gesture of bringing russia from the east to the west but it was always a collection of the western economies. one thing lavrov is right about, there are no official membership cards, there is no idea of how you get in and how you get kicked out and things like that. but the seven nations together, the g-7, made a collective decision in 1998 to invite russia to become a member and become the g-8 and the seven nations today made the decision to suspend the g-8 and as far as the senior administration officials are saying, they're suspended russia and essentially reform as the old g-7. those originals, those western european powers plus the united states, canada, and japan. and what they -- you know, this is about political isolation that's been one of the punishments that president obama has said that he hopes to level against putin for these -- for his actions in

crucially "we have decided that g-7," remember it's not the g-8 anymore, "g-7 energy ministers will also meet now to discuss ways to strengthen our collective energy security." hmm. russia's foreign minister responded to that statement today, russia being kicked out of the g-8 by basically refusing to leave any club that would not have his country. he rejected the notion of russia being expelled from the g-8. he said "because the g-8 is an informal group, really nobody can be expelled from it. in other words, russia's decided that this didn't really happen. we were never really part of it, anyway. it doesn't even really exist. despite their effort, though, to laugh this all off, it's clear sanctions focused on punishing the russian economy and concerted push to rid g-8 countries and european countries of their dependence on russian oil, these are serious and potentially scary threats from russia's perspective. as much as this conflict is about anything, it is about energy. russia is the number two net exporter of oil in the world. second only to saudi arabia. a big chunk of those exports

the g-8 is now the g-7. the u.s. and western allies cutting russia out in response to the dispute over ukraine. president obama is in the neitherlands for a prescheduled nuclear summit but redoubling his efforts now to pressure russia. peter alexander traveling with the president. he joins us from the netherlands. good morning. >> reporter: good morning from here in the netherlands. before that declaration was announced, we heard from the foreign minister of russia who dismissed the statement saying the g-8 was basically an informal club, that no membership cards were required. this was an emergency meeting called by president obama, bringing together the g-7 leaders, basically europe, canada and japan, where they came out and through a statement made an announcement that russia would basically be kicked out of the g-8 until it changes course, given its annexation of crimea. vladimir putin who is supposed to be hosting the next summit of the g-8, to take place in sochi, host of the 2014 winter olympic games this june

so, we're talking about the g-7 now. that's the group that is meeting in place of the g-8 summit that russia was supposed to host this summer, and they'll meet instead on their own in brussels. now, because of the way that it works technically, it's not as if they could vote russia out of it. the group is formed by consensus, so russia would have a say in it. but the g-7 broke away and decided, well, there's no reason, as the u.s. put it, to engage with russia at this point, and they decided that they would ramp up sanctions that would hit russia's, basically, their economic sectors -- energy, engineering, financial services, different parts of their economy that the u.s. administration feels would have a significant impact on russia. it's not to say that the sanctions they and european leaders have already imposed would not have any impact, but they said they wanted to leave some room to ramp things up, as russia may do. the u.s. saying, though, that they have a deep concern about those troops that are massed at the ukr

and that g-7 meeting no longer a g8 meeting with russian not part of it for now. national security adviser susan rice is on the trip and she has spoken about the priorities for the united states. she said this, speaking to reporters before the trip -- the international community will be broadly rethinking its relationship with russia and the united states, she says, will be aiming to show strong alliances with its partners in europe, asia, and the middle east. also, sanctions, of course, will be discussed. the strongest sanctions so far will be imposed by the united states. this is a country that wants to talk seriously with its allies -- the likes of united kingdom, france, and germany, entries seen more reluctant to put in place stricter sanctions. these are countries that the united states wants to convince. this is a trip that will be largely about ukraine, not only during the first stop but also in brussels when president barack obama will be meeting the u.s.of nato and then the president will move onto other subjects, presumably ukraine will never disappear

that was their assignment coming out of the g-7. we already do enormous trade and there's enormous direct investment between the united states and europe. we account for a big chunk of the world economy in our economic relations. that's not going to change. i think that, you know, our publics, both in europe and the united states have legitimate questions when it comes to trade deals as to whether or not it's going to benefit their countries over the long term, and can we make sure that part 1, victories around consumer protection, or environmental protection are preserved as opposed to weakened, that is something that is of concern in the united states as it is here. here is what i can tell you as these negotiations proceed. i have fought my entire political career and as president to strengthen consumer protections. i have no intention of signing legislation that would weaken those protections. i fought out there my political career, and am fighting as we speak to strength environmental protections in the united states. and so i -
