g.s.a. thank you for being here and being part of this conversation. this hearing provides an opportunity to discuss the administration's proposal to transfer certain functions being handled by the office of personal management to the general services administration. mr. lankford: this particular proposal is one of many that make up the government-wide reorganization plan released on june 21, 2018. current administration has echoed the sentiment of previous administrations that our federal government was designed and structured for the last century. updating our government to meet the demands of the 21st century is vital and necessary. the american taxpayers deserve an efficient and effective government capable of meeting their 21st century needs. it's imperative that these conversations on reform take into account the dedicated men and women who compromise or comprise, not compromise, who comprise our federal work force. the administration's proposals are bold. they seek to consolidate gove

g.s.a. was said to be a mission support agency. if we can take on -- if we can do a better job in serving o.p.m. and other customers, if they already come to this -- come to us and it is our job to

this bill fully funds g.s.a.'s request for basic repairs and major repairs. they are not glamorous appropriations account but they are exceptionally important to maintain and protect the taxpayers' dollars. the bill makes critical investments for our nation's financial markets by providing targeted increases for the securities and exchange commission and for the commodities future trading commission. after years of flat funding for the cfts, the trading commission including a $1 million cut last year this bill provides an increase to cftc in recognition of their role overseeing our swaps and futures market. it was a priority to a number of senators on both sides of the aisle and i'm pleased we were able to accommodate it this year. the bill provides $11.26 billion to the internal revenue service to the administration of our nation's tax laws. of this amount $77 million is dedicated to implementing the new tax cuts and jobs act. that bill has been enormously successful in helping turn around our economy, where our g.d.p. growth has grown exponentially over the

the g.s.a. must stop advancing the sale of this island and stop wasting taxpayer money on retaining expensive real estate firms in violation of the will of the people and in spite of pending litigation over this proposed sale. this amendment allows congress to use the power of the purse to stop the g.s.a. from marketing or selling the island while we continue to fight for a permanent solution that will preserve the island for conservation education. mr. chairman, this amendment passed the house on a bipartisan vote in 2016 as part of financial services and general government appropriations. my similar stand-alone bill, the plum island preservation act, has also passed with unanimous support in the house now on two -- in two consecutive congresses. mr. chairman, i would once again urge all of my colleagues to support this bipartisan amendment and i reserve the balance of my time. the chair: the gentleman from new york reserves. does any member seek to speak in opposition to the amendment? seeing

it is clear to me in that conversation and those discussions that g.s.a. and o.m.b.need to provide more information on individual agency proposals submitted to and awarded by the technology modernization fund. i work with the subcommittee to include specific reporting requirements in this bill for the agencies to provide congress, agency officials have been providing necessary information to appropriators since the markup of the bill. so progress is being made. these commonsense requirements are absolutely critical and will lead to more transparency and it is important that the g.s.a. and o.m.b. work closely with the appropriations committee on proposals for moving forward. congress and the federal agencies must work hand in hand to provide the necessary resources, the technology modernization fund which used responsibly is a vital tool for the federal government task of keeping our nation's critical i.t. infrastructure efficient and secure. inherently tied to improving our nation's critical i.t. infrastructure is bolstering cybersecurity efforts to protect us from t

g.s.a.'s funding for new construction is cut by over $400 million. and funds for major and basic repairs and alterations come in at $194 million before the requested amount. the s.e.c., which is tasked with protecting investors and ensuring fair innocence our capital markets, is cut by over $200 million. the cdfi fund, after receiving increased funding of 2ds50 million in f.y. 2018 -- $250 million if f.y. 2018, was cut by $59 million in the original draft. with an additional $25 million for cdfi's was approved in committee, the still not enough. failing to fully fund the program means fewer resources to spur economic growth and revitalization and our most under-- in our most underserved communities. in addition to these cuts, the bill contains a long list of partisan riders, both old and new. blocking the i.r.s. from enforcing the johnson amendment, restricting the s.e.c. from requiring companies to disclose political contributions, it would interfere in the local affairs of d.c. in a number of ways, which simply must stop. but let's talk about the b
