we're back with representative tulsi gabbard, a representative from hawaii. if the president of the united states congresswoman, were to call you and said all right's you served two tours in that region, you understand the military and what the region is all about what should the united states be doing next? what would you say? >> well, the first thing we need to be doing is make sure that the primary recipient of our support through arms weapons, equipment, intelligence training needs to go to the kurds and to the sunni tribes. these are proven trusted partners that we have worked with in the past successfully to defeat al qaeda. we need to work with them as our troops on the ground now in this fight against isis in iraq. we need to step up our airstrike campaign and make sure we're dealing these decisive blows against isis in a very targeted way to stop the momentum they have been building. as they capture more territory and capture more ground this just goes to add to their ability to recruit more fighters to show that they're actually winning in this batt

we're back with democratic congresswoman kelsey gabbard.ilitary bases in your distribute in hawaii. they've got on a heightened state alert. what does that mean? >> each of them has gone on this heightened state alert. that mean there is is an increased awareness of a potential threat that could happen they're check 1g00% of military i.d. cards. we're seeing this threat become more prevalent here in the united states. >> when they go on a higher state, they raise it up to threat level bravo, that's expensive, it's a major burden. they say there's no specific plot out there, but there's just an abundance of chatter, is that what they're concerned about? >> yeah, i think you look at what are the threats out there and you look at the potential and possibility, making sure we are prepared. in other instances where this fp-con threat has been raised has been on the anniversary of 9/11. they look at situations where there could be a threat of an attack and make sure our military bases are ready and prepared. >> that's from people coming in from t

we're back with democratic congresswoman tulsi gabbard of hawaii and obviously looks like they're desperate now to prevent isis from taking over ramadi. only a few weeks ago general martin dempsey, outgoing chairman of the joint chiefs of staff said ramadi was not symbolic not central to the center of iraq made a bigger deal about the oil refinery also in the control of isis at least 80% of it right now. i don't get it. >> yeah. again i think we're seeing a continued effect or continued symptoms of the core problems we've seen allowing this problem to occur in iraq in the first place allowing isis to continue to maintain a stronghold and be able to come back to these strong sunni, particularly the sunni-held areas. we just passed the defense bill today from the house, and were able to incloo udude a provision dealing with authorizing funding to the sunni and kurdish fighters bypassing the central government in baghdad we've seen unwillingness to fund these fighters. >> the administration says go through the central government. say the new prime minister is better than maliki, the old prime
