nbc's gabe gutierrez is there. gabe, what exactly does that mean? >> hi there, stephanie. good morning. certainly this san idea that started gaining traction late last week. over the weekend, a veto-proof majority of the minneapolis city council came out and pledged to dismantle the minneapolis police department. president trump tweeting about it such a short time ago this morning. what will this all mean? well, certain city council members say this does not mean abolishing the police department entirely but basically breaking it down, dismantling it and building it back up. now what would that look like? that's the big question at this point. they are asking for input from the public and it could take up to a year for them to figure out how this will work. some of the ideas being tossed around is perhaps getting -- hiring more mental health counselors for 911 calls that involve mental health instead of relying solely on the police. and this is something that's starting to play out really across the country. major cities such as new york announcing shifts in police funding
